Please consult the Proposal Template document for specific proposal requirements. Timetable The following schedule will be used for this call for proposals: Issue date of call for proposals October 14, 2008 Information session October 24, 2008 Applicants deadline for questions November 14, 2008 Proposal submission deadline December 8, 2008 Information Session An information session for all interested applicants is scheduled for 10:00 a.m. 12:00 p.m., Friday, October 24, 2008 in Toronto, Ontario. All interested applicants are encouraged to attend. The session will also be available through teleconference. Overview Youth Entrepreneurship Partnerships Program The Youth Entrepreneurship Partnerships Program (YEP) provides funding to non-profit organizations in Ontario that facilitate the development of an enterprising culture amongst Ontario's youth (typically between the ages of 12 - 29) by providing them with educational, experiential and entrepreneurial opportunities that include: introducing enterprising principles within the education system and early career continuum creating excitement about entrepreneurship in all industry sectors by engaging youth and providing opportunities for them to explore/experience a wide range of entrepreneurial activities building a team of informal entrepreneurship ambassadors and youth influencers that will help promote and support entrepreneurship in Ontario The Ontario government recognizes the importance of building a culture of entrepreneurship and innovation that fosters economic development across all communities and sectors in Ontario. The government also recognizes the significant impact that youth can bring to ensuring a viable economic future for the province. Through collaboration with key stakeholders and influencers including educators, community organizations, parents and private sector partners, eligible projects will connect with diverse youth groups across Ontario, including those youth who are under-served, outside the mainstream educational system and/or living in rural and remote communities. The Ministry strongly encourages project proposals that enhance and demonstrate clear linkages to existing youth initiatives, and that the project activities outlined in the proposal should be complementary and supportive of Ministry youth programs such as Summer Company, Ontario Global Edge, Ontario Secondary School Business Plan Competition and Future Entrepreneurs. For example, YEP projects may provide a vehicle for building awareness of Ministry programs. Eligible Projects Projects that promote the development of an enterprising culture and engage youth and/or their influencers through exposure, exploration or entrepreneurial experiences are eligible for funding. Projects must have a very specific set of outcomes and measurable deliverables. Eligible projects must: be completed within one year clearly demonstrate value for money, Ministry/government recognition and a communication plan promoting the project and its successes not be single- or multi-day conferences or events (although workshops or sessions that form part of a larger, year-long project would be considered acceptable) include quantifiable deliverables, e.g. number of youth participants, number of mentors recruited, number of small businesses started; number of workshop attendees identify potential project risks and specific contingencies to help mitigate these risks provide details on how the proponent will engage private and public partners and keep them actively involved with the project, and indicate the specific roles and responsibilities of all partners attached to the project include at least 10 per cent of total contributions from project lead and/or partners in the form of a cash contribution (10 per cent based on the total value of the project as indicated in the Application Part 2 form, not including YEP funding) Eligible Applicants Proposals will only be accepted for consideration from non-profit organizations with a significant and substantial presence in Ontario, which must be legal entities, including: business associations boards of education post-secondary institutions community organizations municipalities volunteer organizations NOTE: Eligible applicants must be an established non-profit organization in operation for at least three years in Ontario. An organization may partner with other organizations, including for-profit organizations, if partnering enhances the quality and strength of the proposal. The Ministry will acknowledge the non-profit proponent as the lead organization, who will submit the application, communicate with the Ministry and act on behalf of the partnership. This also includes receiving the YEP funds. The proponent/lead organization will also be responsible for submitting all progress reports on project deliverables, results, budgets and partner contributions. A condition precedent to funding is that participating organizations draft a partnership/operating agreement amongst themselves. Ineligible Applicants Applications will not be accepted from: for-profit organizations funding foundations individuals or students organizations that cannot demonstrate their coordination and/or direct delivery of hands-on programs organizations that do not provide proof of non-profit status Evaluation Criteria Minimum criteria for projects include the following: The project engages youth and youth influencers in entrepreneurial concepts and/or experiences The project leverages partnerships, resources and networks to maximize the use of ministry funds and increase project impact Project proposals will be evaluated based on how well they complement Ministry objectives to: 1. Engage youth across Ontario Through a range of projects focused on entrepreneurship, the Ministrys intent is to serve youth across Ontario in both official languages, including projects that target under-served youth, youth outside the mainstream educational system and/or youth living in rural and remote communities. Each proposals target audience will be considered carefully when evaluating applications in order to achieve delivery of diverse programs across the province. 2. Address gaps in current programming Projects will identify needs in the province and introduce programming focused on entrepreneurship to fill these needs. Projects will be assessed on their ability to introduce new, innovative learning opportunities and experiences for youth, or to expand existing programs to youth not currently being reached. 3. Engage youth through a variety of methods Through a range of projects, the Ministrys intent is to engage youth along all points of the engagement continuum (Exposure, Exploration, Experience). Projects will also be evaluated based on the quality of the partnerships, including, but not limited to: Percentage of cash contributions to the project (lead and partner cash contributions must account for at least 10 per cent of total contributions to the project, not including Ministry funding) Scope of private sector partnerships project involvement (a detailed plan of how the partners will be engaged should be included in the proposal) Priority will be given to those organizations that have demonstrated successful delivery of entrepreneurship experience programs for youth, identify active roles for their project partners, have a well-developed network of key stakeholders and private sector partners, and are able to demonstrate that a clear need for the project exists. Priority will also be given to those proposals that demonstrate human resources support is already in place to successfully complete the proposed project. Ministry funding is typically not provided to hire additional staff to complete projects. However, funding can be used to help offset salary costs for project management staff (see Eligible Expenditures). Funding The maximum level of funding that will be approved is $75,000 per project with a maximum of one year delivery. The Ministry reserves the right to exercise its option to renew a project by up to one (1) one-year period. The maximum level of funding for the renewal period is also $75,000 per project per year. The Ministry will provide up to 50 per cent of a project's total Eligible Project Expenditures as defined by the Ministry. The remainder is to be provided by the proponent and/or its private/public sector funders. Partner contributions can be comprised of a combination of cash and in-kind, provided that at least 10 per cent of total contributions to the project be in the form of cash contributions (see Eligible Projects). Project proposals must fully disclose all partner cash and in-kind contributions. Upon approval the Ministry and the applicant will enter into a formal Legal Agreement that stipulates the conditions, eligible expenditures and deliverables of the project. Eligible Expenditures: There are three categories of Eligible Expenditures: Project administration expenditures Project development expenditures Project delivery expenditures Limits on Eligible Expenditures: Total project administration expenditures cannot exceed 15 per cent of the total Eligible Project Expenditures unless prior written approval is obtained from the Ministry Total project development and delivery expenditures must equal at least 85 per cent of the total Eligible Project Expenditures unless prior written approval is obtained from the Ministry 1. Examples of project administration expenditures include: Travel costs to attend business meetings related to contract administration, or to attend conferences Ontario convenes or supports. Professional fees, including legal, audit fees and insurance fees, directly related to and required for the management of the project or to conduct the work of the project may be eligible. Documentation may be required. Costs not to exceed fair market value. Telecommunication fees including connectivity charges. 2. Examples of project development expenditures include: Materials for program packages, games and supplies used by youth. Equipment used by youth to specifically support project development and delivery. Facility rental fees and utilities used to specifically support the project. These must be costs that the applicant would not have otherwise incurred in the normal course of doing business. All costs must be demonstrably incremental to the project. 3. Examples of project delivery expenditures include, but are not limited to: Salaries of project management staff on a pro-rated basis. Staff and volunteer training costs directly related to delivery of the project. Travel costs of volunteers and project staff to rural and remote locations. Travel costs to bring youth to conferences, schools, universities and colleges from rural and remote communities. Travel costs for Ontario youth who have qualified for out-of-province business plan/entrepreneurship competitions. Costs related to work performed by companies or individuals that contribute to the project under contract. Consulting or other services directly related to the project must be costed at fair market value or less. Marketing materials and all related communication costs that are directly related to the project. Production and distribution of promotional materials for use by project lead and/or partners. Eligible In-Kind Expenditures: Ontario regards the following as in-kind expenditures that must be listed as part of the project's overall budget. Applicants must be able, if asked, to verify the value of donated goods and services. Contributions must be valued at the lesser of market value or actual cost to the donor. Examples of eligible in-kind expenditures include: Donations of travel services, e.g. vehicles, fuel, shipping services. Time donated by entrepreneurs, mentors, educators, staff and students in the delivery of the project. Donations of space at a location other than the proponents premises necessary for the applicant or another participant to conduct the project. Discounts greater than or above regularly discounted prices. Donation of proponents premises to cover such things as utilities, maintenance, and insurance on a pro-rated basis. Student internships, field placements and co-op placements that provide value to the employer/partner and the project. A portion of these costs can be considered as in-kind contributions. The value assigned should reflect actual cost for training and/or training-related non-productive time. For example, supervisory time from 10-30 per cent of each training supervisors wages, based on the amount of time spent on student training or administrative processes related to the project. This contribution only applies to new and incremental student placements. Consulting fees and professional services if the applicant or consultant is providing specific services for the project for which the applicant or participant would otherwise have to pay. Ineligible Expenditures: Ministry funding cannot be used for the following costs: Costs not directly associated with meeting the deliverables set out in the terms of the Legal Agreement. Stipends for youth and/or other project participants and private sector contractors/consultants fees. Out of province travel costs for project staff, chaperones or travel costs of non-Ontario youth. Expenses or fees payable to organizations outside Ontario. Capital expenses, including but not limited to, buildings and land. Annual memberships fees to associations. Costs related to proposal development or costs related to activities outside of the project. Nor will these be considered as in-kind contributions: Donations in the form of goodwill and other such intangibles. Donations of knowledge. All remuneration and fees paid to a Board of Directors. Opportunity costs. Standard discounts. Interest charges or any items or services not directly related to the project. Conditions of Application When developing a proposal it is understood that: YEP is a discretionary, non-entitlement fund. Even if a proposal or application meets all the program criteria, there is no assurance that funding will be awarded. The project must provide good value for money and costs should be reasonable and consistent with outcomes. The Ministry reserves the right to ask applicants with similar projects to consider collaborating in broader partnerships. The Ministry reserves the right to give preference to projects that address government priorities. Applicants should not take any action, or incur any costs related to the project, that is predicated on receiving YEP funding from the Ministry until a proposal is accepted and all parties have entered into a formal Legal Agreement. The Ministry reserves the right to impose whatever conditions it deems advisable in the acceptance of an application. Agreement with the Ministry Successful applicants will enter into a Legal Agreement with the Ministry, which will include conditions such as, but not limited to: Deliverables and performance measures Project budget Project management Schedule of payments Accountability framework Communications and risk mitigation strategies Contract default and termination clauses with associated remedies Monitoring and reporting requirements, including 6-month progress reporting, financial audits and other reports as stipulated In addition, the Legal Agreement will include conditions such as, but not limited to: The Ministry is bound by the Freedom of Information and Protection of Privacy Act. Any information provided to the Ministry, including applicants proposals, is subject to disclosure under this Act. Projects will be required to acknowledge Ministry support following Ontario government guidelines. However, the Ministry's name and Ontario government logo cannot be used without written permission. Project activities and deliverables cannot be changed without the written approval of the Ministry and a formal amendment to the Legal Agreement signed by both parties. The term of the project must be completed within one year. The Ministry, at its discretion, may renew the project for one (1) one-year period at a maximum level of funding of $75,000 per project for each year. The recipient will have reporting obligations including, but not limited to, a mid-term report outlining specific project-related activities, budget, partner contributions and how deliverables to date have been met. This report is required within thirty (30) days following the first 6-month period. A final report must also be submitted within sixty (60) days following the completion of the project. Failure to supply all interim and final report material, and all associated material, in a timely fashion and to a standard deemed acceptable by the Ministry may result in a withholding of funds, and in some cases, termination of the project. Reporting templates will be provided as part of the Legal Agreement. Applicants may receive up to 50 per cent of Ministry funding at the outset of the project, with a further 40 per cent provided upon the Ministry's acceptance of the project's mid-term report subject to the Legal Agreement. Ten per cent of total project funding will be held back subject to the receipt and approval by the Ministry of the final report. Actual project resources and expenditures will be reviewed on a regular basis and may result in an adjustment in the payment level in subsequent disbursement periods. The Ministry has the right to require return of any unspent funds or any funds that have been spent on items that were not part of the Legal Agreement. The Ministry also has the right to terminate the project and recover funds based on non-performance of contractual obligations. Application Process and Deadline All eligible applicants must complete both a comprehensive, specific written proposal (using the Proposal Template) and a supplemental Budget/Deliverables form (Application Part 2). A sample of this form has been included for illustrative purposes only. A proposal will be evaluated in terms of how well it meets program objectives, including how the project engages youth from across Ontario, fills existing programming gaps, engages youth through a variety of methods, and the quality of leveraged partnerships (see Evaluation Criteria).
