Proposed new regulation under the proposed Reducing Regulatory Costs for Business Act, 2017
The Ministry of Economic Development and Growth (MEDG) has introduced the proposed Reducing Regulatory Costs for Business Act, 2017, which would implement five new burden reduction initiatives. If the proposed Act passes, MEDG would propose to bring forward a new regulation to support it.

Proposed amendments to Ontario Regulation 79/10 under the Long-Term Care Homes Act, 2007.
The MOHLTC is proposing amendments to Ontario Regulation 79/10 (Regulation) under the Long-Term Care Homes Act, 2007. The proposed amendments would allow for the designation of reunification priority access beds (RPABs) for spouses / partners in crisis, require the disclosure of personal information in certain situations, permit the Director under the LTCHA to designate specialized units on his or her own initiative, and permit the Ministry to serve a document by use of a commercial courier.

Proposed new regulations, Assessment Work Regulation and Mining Claim Regulation and the revocation of Assessment Work Regulation (O. Reg. 6/96) and the Claim Staking and Recording Regulation (O. Reg. 43/11), supporting the implementation of MAM Phase III and Bill 39 amendments to the Mining Act.  (source: Environmental Registry)
MNDM proposes that the current Assessment Work Regulation (O. Reg. 6/96) and the Claim Staking and Recording Regulation (O. Reg. 43/11) will be revoked and replaced by a new Assessment Work Regulation and a new Mining Claim Regulation. These will reflect the technical changes to the Mining Act in Schedule 2 of the Bill 39, the Aggregate Resources and Mining Modernization Act, 2017.

Amendment to R.R.O. 1990, Regulation 418 (Greenhouse Vegetables - Plan) under the Farm Products Marketing Act
The Commission is proposing to make amendments to Regulation 418 (Greenhouse Vegetables - Plan), which would extend consecutive term limits for board members from three consecutive two-year terms to five consecutive two-year terms and to prohibit the appointment of a producer to the greenhouse vegetable board if that producer is not eligible for election.

Moving Pesticide Licensing Program From Paper-Based to Digital  (source: Environmental Registry)
• Amendments to the Pesticides Act and Environmental Protection Act to transition the pesticide licensing program from paper-based to online service delivery. Licences would be issued automatically online if prescribed requirements are met, and certain information about pesticide licences would be made publically available.

Ministry of Health and Long-Term Care proposes to increase the per diem rate it pays to Homes for Special Care licensees to operate their homes and provide services to tenants.

Homes for Special Care Modernization (OPDP)
The Ministry of Health and Long-Term Care (MOHLTC) is proposing regulatory amendments to Ontario Regulation 201/96 made under the Ontario Drug Benefit Act to support the ministry's Community Homes for Opportunity (CHO) program. The CHO program is part of the ministry's plan to modernize the Homes for Special Care program.

Proposed Regulatory Amendments to Increase the Payment Farm Business Must Make To An Accredited Farm Organization To Obtain A Farm Business Registration Number and Other Housekeeping Amendments
The Ministry of Agriculture, Food and Rural Affairs (OMAFRA) is - at the request from the National Farmers' Union of Ontario (NFU-O), the Christian Farmers' Federation of Ontario (CFFO) and the Ontario Federation of Agriculture (OFA) - proposing to have amendments made to O. Reg. 723/93 to increase the current payment farm businesses must make to an Accredited Farm Organization, as well as other housekeeping updates.

Proposed Technical Amendments to Regulations under Various Ontario Statutes to Include Credit Unions as Permissible Financial Institutions
In the 2016 Budget, the government announced that it would implement all of the recommendations contained in the 2015 Report on the Review of the Credit Unions and Caisses Populaires Act, 1994 (CUCPA) (the Report). In implementing the recommendations, amendments to 11 Ontario regulations under various statutes are being proposed that would aim to treat credit unions and Caisses Populaires on a more equal footing with banks and other financial institutions.

Policy Proposal on Adjusting Certain Public Lands Act Administrative Fees  (source: Environmental Registry)
The Public Lands Act (PLA) provides the Minister of Natural Resources and Forestry (MNRF) with responsibility for the management, sale and disposition of Crown lands including: establishing rent for the occupation of Crown land; collecting royalties for use of Crown resources; and levying administrative fees to recover the cost of delivering services (e.g. issuance of leases, land use permits, documents, etc.). PLA administrative fees have not been adjusted since 2003.

Proposed Enhancements to the Beef Cattle Financial Protection Program to Include Breeder Co-Operatives and Improve Alignment with the Feeder Cattle Loan Guarantee Program
The Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) is proposing amendments to Regulation 560/93 (Fund for Livestock Producers) to designate sales by Feeder and Breeder Co-operatives as sales by individual members for the purposes of the Beef Cattle Financial Protection Program, and to allow Beef Breeder Co-Cooperatives to participate in the Beef Cattle Financial Protection Program.

Improvements to the Ministry of Transportation's Medical Reporting Program
The Ministry of Transportation will be strengthening the identification of medically unfit drivers by: expanding mandatory medical reporting to include nurse practitioners, in addition to physicians and optometrists; clarifying the medical conditions, visual impairments and functional impairments that must be reported to the Ministry of Transportation; and improving customer service and simplifying compliance by allowing those suspended for medical reasons to keep their licence.

Proposed Regulatory Amendment to O. Reg. 386/99 under the Home Care and Community Services Act, 1994 (HCCSA) Relating to Direct Funding Agreements for the Purpose of Self-Directed Care (SDC)
MOHLTC is seeking approval to propose an amendment to O.Reg. 386/99 under HCCSA to: 1) specify the community services that the LHINs may fund when providing direct funding to, or on behalf of, a person under section 28.5 of HCCSA; 2) identify the eligible client cohorts; and 3) exempt LHINs from the current service maximums for personal support services with respect to direct funding agreements for the purpose of self-directed care entered into with adults with an Acquired Brain Injury (ABI).

The proposed regulation would authorize The Regional Municipality of Niagara to exercise its power under the Municipal Act, 2001 to pass a by-law to change the composition of regional council.

Revisions to the Forest Management Planning Manual, Forest Information Manual and Forest Operations and Silviculture Manual  (source: Environmental Registry)
The Ministry of Natural Resources and Forestry (MNRF) has approval for forest management on Crown lands under the Environmental Assessment Act through Declaration Order MNR-75. MNR-75 includes requirements for MNRF to revise and submit the Manuals for Lieutenant Governor in Council (LGIC) approval within 18 months of the August 25, 2015 approval date. The MOECC Director granted a three month extension to submit the Manuals for LGIC approval (i.e., May 22, 2017).

Drive Clean-Remote On-Board Diagnostic Testing ProgramRegulatory Amendments  (source: Environmental Registry)
The Ministry of the Environment and Climate Change (MOECC) is proposing amendments to Ontario Regulation 361/98 (Motor Vehicles), made under the Environmental Protection Act (EPA). If approved, the regulatory amendments would enable emissions testing using remote on-board diagnostics (OBD) technologies. Additionally, minor housekeeping changes are being proposed to ensure that the regulation is up-to-date.
