Excess Soil Management Regulatory Proposal  (source: Environmental Registry)
The Ministry of the Environment and Climate Change (MOECC) is engaging Ontarians on an Excess Soil Regulatory Proposal (regulatory proposal) that proposes a new regulation and key complementary regulatory amendments related to the management of excess soil. It is anticipated that this regulatory proposal will be finalized before the end of 2017.

The Ministry of the Environment and Climate Change is proposing amendments to the cost recovery provisions of the Used Tires regulation (O. Reg. 390/16) made under the Waste Diversion Transition Act, 2016 to support the development and implementation of a comprehensive wind up plan of the Used Tires program.

Proposed amendments to O. Reg. 275/04 made under the Ontario Energy Board Act, 1998 (OEBA); proposed amendments to O. Reg. 442/01 made under the OEBA; proposed regulations under the Ontario Fair Hydro Plan Act, 2017 (OFHPA), if passed; and revocation of spent provisions of O. Reg. 364/16 made under the Ontario Rebate for Electricity Consumers Act, 2016 (ORECA).
ENERGY is proposing to amend existing regulations and introduce new ones related to electricity invoicing to implement the changes introduced by OFHPA, if passed. These proposed amendments would remove outdated informational messaging from invoices; introduce new messaging requirements related to OFHPA initiatives; and inform customers about resultant bill impacts. These amendments would also exempt Hydro One from specified requirements, as appropriate.

Proposed amendments to O. Reg. 429/04 (Adjustments Re: Section 25.33 of the Act) and O. Reg. 280/14 (IESO Eligible Investments and Borrowing) made under the Electricity Act, 1998 and proposed regulations under the Ontario Fair Hydro Plan Act, 2017 (OFHPA), if passed.
Energy has proposedlegislation to refinance a portion of the Global Adjustment (GA) as contemplated in the OFHPA. Creation of new regulations under the proposed OFHPA would support the implementation of the refinancing of GA. Amendments to existing regulations (O. Reg. 429/04 and O. Reg. 280/14) would provide the Independent Electricity System Operator (IESO) and Local Distribution Companies (LDC) with the necessary authority related to their OFHPA activities.

Proposed amendments to O. Reg. 442/01 (Rural or Remote Electricity Rate Protection) and O. Reg. 315/14 (Ontario Electricity Support Program) made under the Ontario Energy Board Act, 1998 (OEBA) and proposed regulations under the OEBA as enabled under the Ontario Fair Hydro Plan Act, 2017, if passed.
ENERGY has proposed legislation to enable distribution rate protection; on-reserve delivery credit; tax-based funding for new programs and moving the majority of the RRRP costs to provincial funds. Creation of regulations under the OEBA, would establish mechanisms to support tax-based funding for a portion of RRRP, continue the Ontario Electricity Support Program, establish distribution rate protection and the on-reserve delivery credit as tax-based funded programs.

Proposed New Regulation and Regulation Amendment supporting the implementation of Bill 39  (source: Environmental Registry)
The proposed change to the current Assessment Work Regulation O. Reg. 6/96 and the proposed new regulation will support proposed amendments to Ontario's Mining Act, pending enactment of Bill 39. The proposed changes to Ontario's Mining Act are part of the Mining Act Modernization (MAM) process that began in 2009 with Bill 173. MAM has been implemented in phases and these current changes are part of Phase III of MAM.

The Ministry of Housing is proposing amendments to Ontario Regulation 367/11 under the Housing Services Act, 2011 to allow Service Managers to offer a portable form of housing assistance as an alternative to rent-geared-to-income assistance under that Act.
