Summary of Proposal:
On January 1, 2017, a new board-governed provincial crown agency, Health Shared Services Ontario (HSSOntario), was established by Ontario Regulation 456/16 under the Local Health System Integration Act, 2006 (LHSIA) to provide corporate services to the Local Health Integration Networks (LHINs) and formerly Community Care Access Corporations (CCACs) in support of their expanded mandate. In addition to establishing the agency, the regulation sets out HSSOntatrio's objects to provide shared services to the LHINs and formerly CCACs and lists the specific shared services it provides.

The Ministry of Health and Long-Term Care is seeking approval to amend s. 3 of Regulation O. Reg. 456/16 under the Local Health Services Integration Act, 2006 (LHSIA). The amendment would expand the range of entities to whom HSSOntario can provide shared services to from LHINs to also include "others". LHSIA s. 39(2) subsection 5 has already contemplated the possibility of HSSOntario "providing shared services to local health integration networks, health service providers or other entities whose primary function is to deliver health services".

The proposed amendment would enable HSSOntario to provide shared services support to non-LHIN entities. This change would create the potential for health service providers to access HSSOntario's built shared services infrastructure in order to further the objects of LHSIA.
Analysis of Regulatory Impact:
The Ministry of Health and Long-Term Care has reviewed the Regulatory Impact Analysis and Offset Practical Guide and has determined, based off the six categories listed under Administration Costs in section 5, that amending this regulation would not impose new administrative burdens or financial costs to businesses or the business sector.
