Amendment to Ontario Regulation 421/12 (General) under the Ontario College of Trades and Apprenticeship Act
O. Reg. 421/12 was amended to accomplish the following:
1. 90-Day Period
Extend, for one year, the 90-day period for a new apprentice to become a member of the Ontario College of Trades ("the College"). The 90-day period extension will expire on April 8, 2017.
2. Barber Exemption
Extend, for one year, the College membership fee exemption for individuals who held a Barber Certificate of Qualification (C of Q) on March 26, 2013 under previous apprenticeship and trade legislation.
2016 Long-Term Care (LTC) home and Hospital Chronic Care co-payment increase
The approved amendments to regulations set out the annual increase to the LTC home and chronic care co-payment rates.
In addition, the amendments reflect an increase in the dependant deduction amounts used, as applicable, in the calculation of a reduced co-payment rate for LTC home residents in basic accommodation.

Amendment to Ontario Regulation 664/98 under the Fish and Wildlife Conservation Act to deem the Memorandum of Understanding between the Ministry of Natural Resources and Forestry and Nipissing First Nation to be an instrument under the Act.

Regulation under the Land Transfer Tax Act
Amendments to Ontario Regulation 70/91, Exemptions from Tax under Section 3 of the Act, made under the Land Transfer Tax Act, are proposed to clarify how the "de minimis" partnership exemption applies to certain dispositions.

The inhabitants of Dennis Township have recommended to the Minister of Northern Development and Mines the establishment of the Local Services Board of Dennis Township South and have requested that it be designated with the Powers of Fire Protection, Garbage Collection, Recreation and Emergency Telecommunications.
Regulation of invasive species under the Ontario Invasive Species Act, 2015
The Ontario Invasive Species Act, 2015 comes into force on November 3, 2016. The Act provides the power to make regulations prescribing invasive species and classifying them as either prohibited or restricted. A prohibited invasive species is subject to all of the prohibitions in section 7 of the Act unless there are exceptions provided in the regulation.
Regulations under the Waste Diversion Transition Act, 2016
The Ministry of the Environment and Climate Change is proposing regulations under the Waste Diversion Transition Act, 2016 (WDTA) for the purposes of transferring the four waste diversion programs to the WDTA. Until the programs are wound-up and the wastes managed under the programs are transitioned to the new producer responsibility framework under the Resource Recovery and Circular Economy Act, 2016, the programs will operate under the WDTA.

In 2012, the Canadian Fuels Association (CFA) approached the Ministry of the Environment and Climate Change (the ministry) with a request to develop a proposed Technical Standard under the Local Air Quality Regulation (O. Reg. 419/05: Air Pollution - Local Air Quality) for benzene and benzo[a]pyrene. In practical terms, a technical standard provides a prescriptive set of air pollution control requirements that focus on key contributors to off-site concentrations of priority air toxics.

Raw Leaf Tobacco Oversight - Tracking, Labelling and Reporting
The Ministry of Finance (MOF) is responsible for oversight of all raw leaf tobacco (RLT) in Ontario including flue-cured, dark-fired and burley tobacco. The Tobacco Tax Act (TTA) was amended in December 2015 to enhance oversight of the RLT regime and better enable the government to directly address the issue of contraband tobacco. The MOF is developing regulatory and administrative measures, which will be in force in advance of the 2016 RLT harvest, required to support the amendments to the TTA.

Highway Traffic Act - HOV Regulatory Amendments
The Ministry of Transportation (MTO) is intending to make amendments to the Highway Traffic Act (HTA) Ontario Regulation 620/05 - High Occupancy Vehicle Lanes (HOV) for the purpose to allow single-occupant taxicabs, airport limousines and eligible electric vehicles on provincial HOV lanes.
Public Sector Labour Relations Transition Act, 1997 (PSLRTA), Public Consultations
The Public Sector Labour Relations Transition Act, 1997, provides that if a bargaining agent represents a prescribed minimum threshold level of representation (which is over 60%), that bargaining agent would be ordered to be the bargaining agent for the new bargaining unit without a representation vote. MOL is consulting on a regulation to prescribe this threshold. Based on current feedback, MOL is proposing a 75% threshold, but a different number may be prescribed based on the comments received

Proposed Regulation under section 160.1 of the Labour Relations Act, 1995 (LRA)
The Ministry of Labour is proposing to develop a regulation that may be made in accordance with section 160.1 of the LRA that would deem certain bargaining rights abandoned and that would impose additional rights and obligations on certain parties. The proposed regulation would take into consideration the efforts made by an experienced mediator to help the affected parties resolve this issue and his recommendation to the Minister.
Waste-Free Ontario Act
The proposed legislation would establish a new outcomes-based producer responsibility regime that holds producers accountable for recovering resources and reducing waste associated with their products and packaging.
Designated Agreements under Section 12.3 (Ontario Lottery and Gaming Corporation Act, 1999)
Legislative amendments were recently made to the Ontario Lottery and Gaming Corporation Act, 1999 to transfer responsibility for the existing Horse Racing Partnership Funding Program from the Ministry of Agriculture, Food and Rural Affairs to the Ministry of Finance. This regulation will allow this program, and the agreements signed under the program, to continue.
A pilot project to introduce a High-Occupancy Toll Lane on the QEW
The Ministry of Transportation (MTO) is soliciting public comment to inform the development of a pilot project to convert the current High-Occupancy Vehicle (HOV) lanes on the QEW between Trafalgar Road in Oakville to Guelph Line in Burlington, to High-Occupancy Toll lanes.
Regulation under the Registered Human Resources Professionals Act, 2013
The Ministry of Labour is proposing to develop a regulation setting out the list of human resources professional designations and initials that was previously set out in legislation.
At the request of the Human Resources Professionals Association, the Ministry is also proposing to update the list of designations by adding five new professional designations and corresponding initials.
Mines and Mining Plants Regulatory Amendment Proposal
The Ministry of Labour is proposing various amendments to Regulation 854 (Mines and Mining Plants) under the Occupational Health and Safety Act (OHSA) that will, if approved, strengthen and improve worker health and safety regarding certain high hazards, update training requirements for surface diamond drill operations, and update a number of miscellaneous provisions.
Regulations prescribing certain short term water takings as EASR activities
The ministry has developed a draft regulation to move certain water takings to the EASR registration framework. Regulation 753 (Grades, Standards, Designations, Classes, Packing and Marking) under the Milk Act establishes a set of milk classes for cow's milk. The classes are based on the types of products (fluid milk, cheese, yogurt etc.) produced from milk. Dairy Farmers of Ontario (DFO) has asked the Ontario Farm Products Marketing Commission to establish a new class for milk used to process certain milk ingredients and milk products.

The Ministry of Health and Long-Term Care proposes to make amendments to Ontario Regulation 79/10 under the Long-Term Care Homes Act, 2007 relating to: the 2015 Design Manual, qualifications for personal support workers, lighting, food service workers hours and beds in abeyance, as well as to revoke the Schedule relating to the Board of Management for District of Algoma and the exemption relating to the religious and spiritual practices program in alternative settings.
Proposed Changes to the Greenhouse Gas Emissions Reporting Regulation (O. Reg. 452/09) and Guideline
The Greenhouse Gas Emissions Reporting Regulation (O. Reg. 452/09) requires facilities operating in Ontario with annual emissions equal to or greater than 25,000 tonnes of carbon dioxide equivalent to report and verify their greenhouse gas emissions data. The proposed amendments to the Greenhouse Gas Emissions Reporting Regulation are intended to support the development and future implementation of a cap and trade program for greenhouse gases.
Commercial Fish Royalty Rate Increase
As part of the 2014-2019 Sustainability Strategy for the Fish and Wildlife Special Purpose Account, the Ministry of Natural Resources and Forestry (MNRF) proposes to increase the commercial fish royalty rate from 3.3 percent to 5 percent over 3 years beginning January 1, 2016. The increase will recover administrative and overhead costs and provide a more fair return on the value of the fishery.
The Ministry of Transportation of Ontario is seeking public feedback on proposed regulatory amendments to the Highway Traffic Act enabling the use of new pedestrian crossover devices.
Amendment to O. Reg 347 under the Environmental Protection Act Regarding the Hazardous Waste Program Fee
The ministry is proposing a regulation to amend Regulation 347 and replace the Minister's Requirement for Hazardous Waste Fees. The proposed regulation, if made, would raise the tonnage component of the Hazardous Waste Fees from $10 per tonne to $20 per tonne for hazardous waste transferred or disposed of between January 1, 2016 and December 31, 2016. The tonnage component of the Hazardous Waste Fees would be further increased to $30 per tonne as of January 1, 2017.
Metal Finishers - Industry Standard under the Local Air Quality Regulation (O. Reg. 419/05)
The metal finishers sector has approached Ministry of the Environment and Climate Change (MOECC) with a request to develop a proposed Technical Standard under the local air quality regulation (O. Reg. 419/05: Air Pollution - Local Air Quality). A technical standard is a technology-based compliance approach designed for two or more facilities in a sector that may not be able to meet one or more air standards due to technical or economic limitations.
Long Term Affordable Housing Strategy Update Consultation
The government envisions an Ontario where every person has an affordable, suitable, and adequate home. In 2010, the Province launched the Long-Term Affordable Housing Strategy. The strategy began a process of transforming Ontario's housing system into one that is people-centred, partnership-based, locally driven, and fiscally responsible.
Preventing wildland fires caused by industrial operations
To seek public and industry stakeholder input on the proposal to amend Ontario Regulation 207/96 under the "Forest Fires Prevention Act" to extend the requirement for wildland fire prevention currently in place for the forest industry to all other industrial operations in forested areas within the legislated fire region, and to seek comments on the draft Industrial Operations Protocol, which describes most of the proposed requirements in greater detail.
Passenger/Light Duty Vehicle Inspection Standard
The Ministry of Transportation of Ontario is proposing regulatory changes to Ontario Regulation 611 under the Highway Traffic Act. The amendments are intended to modernize the light duty/passenger vehicle inspection standards contained in Schedules 1 and 2 within Regulation 611. The amendments reflect the significant changes in safety related vehicle technologies that have occurred since the last update of the standard. The attached table provides highlights of the proposed changes.

Establishing a Single Regulator for the Bereavement Sector
The Ministry of Consumer Services (MCS) is proposing to amend O.Reg 187/09, made under the Safety and Consumer Statutes Administration Act, 1996 (SCSAA), to assign responsibility for the day to day administration of the Funeral, Burial and Cremation Services Act, 2002 (FBCSA) to a new Delegated Administrative Authority.
A Pilot Project to Safely Test Autonomous Vehicles
The Ministry of Transportation (MTO) is soliciting public comment to inform its development of a potential pilot project. The pilot is intended to facilitate the safe testing of autonomous vehicles on Ontario's roads for a specified period of time.
The Ministry of Transportation has developed draft Freight-Supportive Guidelines for Ontario. Municipal planners, freight operators and agencies, developers, land use planning/transportation practitioners and interested members of the public are invited to submit written comments on the draft Freight-Supportive Guidelines.
