The ministry is proposing amendments to Regulation 683 under the LSCCLA to strengthen quality oversight in Ontario's licensed hospital-owned and community-based specimen collection centres (SCCs) by making it a condition of licensing that SCCs meet the requirements of a quality management program (QMP). If the proposed amendments to Regulation 683 (Reg. 683) are approved, SCCs would be subject to a new accreditation program.

The Ministry of Health & Long-Term Care is proposing regulatory amendments to allow the Ontario Drug Benefit (ODB) program to (1) enable more appropriate access to certain drugs through Formulary listing, which are currently only available under the Exceptional Access Program, (2) further streamline submission requirements for generic drugs and (3) allow generic line extension products to qualify for listing on the Formulary.

Amendment of O.Reg. 267/15, Designation of Agricultural Products to Make Tender Fruit Trees Eligible for Production Insurance

The Ministry of Agriculture, Food and Rural Affairs (OMAFRA) is proposing to amend O. Reg. 267/15 under the Agricultural Products Insurance Act, 1996 to allow the Province to offer a plan of insurance (commonly referred to as a Production Insurance Plan (PIP)) for tree mortality to tender fruit farmers, similar to what is currently available for apple and grape farmers. Tender fruit includes pear, plum, sweet and sour cherry, peach and nectarine.

In 2012, the Canadian Fuels Association (CFA) approached the Ministry of the Environment and Climate Change (the ministry) with a request to develop a proposed Technical Standard under the Local Air Quality Regulation (O. Reg. 419/05: Air Pollution - Local Air Quality) for benzene and benzo[a]pyrene. In practical terms, a technical standard provides a prescriptive set of air pollution control requirements that focus on key contributors to off-site concentrations of priority air toxics.

Raw Leaf Tobacco Oversight - Tracking, Labelling and Reporting

The Ministry of Finance (MOF) is responsible for oversight of all raw leaf tobacco (RLT) in Ontario including flue-cured, dark-fired and burley tobacco. The Tobacco Tax Act (TTA) was amended in December 2015 to enhance oversight of the RLT regime and better enable the government to directly address the issue of contraband tobacco. The MOF is developing regulatory and administrative measures, which will be in force in advance of the 2016 RLT harvest, required to support the amendments to the TTA.

The Public Sector Labour Relations Transition Act, 1997, provides that if a bargaining agent represents a prescribed minimum threshold level of representation (which is over 60%), that bargaining agent would be ordered to be the bargaining agent for the new bargaining unit without a representation vote. An additional proposed amendment would clarify the payment settlement role for the Rural or Remote Electricity Rate Protection funds to support the Hydro One reorganization.

To seek public and industry stakeholder input on the proposal to amend Ontario Regulation 207/96 under the "Forest Fires Prevention Act" to extend the requirement for wildland fire prevention currently in place for the forest industry to all other industrial operations in forested areas within the legislated fire region, and to seek comments on the draft Industrial Operations Protocol, which describes most of the proposed requirements in greater detail.

Ministry of Labour Proposes to Strengthen Health and Safety Requirements related to Suspended Access Equipment

The Ministry of Labour is consulting on a proposal to strengthen requirements related to the operation of suspended access equipment set out in the Construction Projects Regulation (O. Reg. 213/91) under the Occupational Health and Safety Act.

Regulatory amendments to O. Reg. 161/99 (Definitions and Exemptions) ("Exemption Regulation") made under the Ontario Energy Board Act, 1998 to help ensure that in qualifying multi-unit complexes, eligible residential units receive the applicable Debt Retirement Charge ("DRC") exemption, and eligible consumers receive the proposed Ontario Electricity Support Program ("OESP") credit.

Certain "distributors" of electricity ("Exempt Distributors") are exempted from some distributor licence conditions if they meet the requirements set out in the Exemption Regulation. Effective January 1, 2016, the proposed amendments would add two new requirements - passing through the applicable DRC exemption to electricity users in eligible residential units of sub-metered complexes, and passing through the proposed OESP credit to eligible electricity users.

Regulatory Amendments to O. Reg. 275/04 (Information on Invoices to Low-Volume Consumers of Electricity) ("Billing Regulation") made under the Ontario Energy Board Act, 1998, to prescribe changes to electricity invoices related to the proposed exemption from the Debt Retirement Charge ("DRC"), and related to the proposed Ontario Electricity Support Program ("OESP") credit.

Effective January 1, 2016, the proposed regulatory amendments would make changes to the information that must be presented on certain electricity invoices with respect to the DRC and the OESP for electricity consumed on or after January 1, 2016.

Passenger/Light Duty Vehicle Inspection Standard

The Ministry of Transportation of Ontario is proposing regulatory changes to Ontario Regulation 611 under the Highway Traffic Act. The amendments are intended to modernize the light duty/passenger vehicle inspection standards contained in Schedules 1 and 2 within Regulation 611. The amendments reflect the significant changes in safety related vehicle technologies that have occurred since the last update of the standard. The attached table provides highlights of the proposed changes.

Mines and Mining Plants Regulatory Amendment Proposal

The Ministry of Labour is proposing various amendments to Regulation 854 (Mines and Mining Plants) under the Occupational Health and Safety Act that will, if approved, strengthen and improve certain requirements for worker health and safety, gradually change the fees payable to the Materials Testing Laboratory for rope testing, and update references and terminology.

A Pilot Project to Safely Test Autonomous Vehicles

The Ministry of Transportation (MTO) is soliciting public comment to inform its development of a potential pilot project. The pilot is intended to facilitate the safe testing of autonomous vehicles on Ontario's roads for a specified period of time.

Residential Rental Property Maintenance Standards revocation under the Residential Tenancies Act, 2006

As noted in the 2012 Budget, the Ministry of Municipal Affairs and Housing will end the Province's enforcement role for property maintenance standards. As part of this change, the Ontario Regulation 517/06, which sets out these standards, will be revoked.
