O. Reg. 397/15 made under the Personal Health Information Protection Act, 2004 (PHIPA) - Amending O. Reg. 329/04 (General) respecting the Cardiac Care Network and Canadian Stroke Network registries

O. Reg. 397/15 amends paragraph 1 of subsection 13 (1) of O. Reg. 329/04 by updating the description of the Cardiac Care Network Registry from 'cardiac services' to 'cardiac and vascular services'. O. Reg. 397/15 also revokes paragraph 4 of subsection 13 (1) of O. Reg. 329/04 respecting the Canadian Stroke Network registry.

Proposed Regulation Under the Development Charges Act, 1997

The Ministry of Municipal Affairs and Housing (MMAH) is proposing a new regulation under the Development Charges Act if the proposed Smart Growth for Our Communities Act, 2015 is passed by the Legislature and receives Royal Assent.

Pension Benefits Act: Draft Regulation Exempting the Hamilton Street Railway Pension Plan (HSRPP) from the Application of the Pension Benefits Guarantee Fund

The amending regulation would add the HSRPP to the list of pension plans not guaranteed by the Pension Benefits Guarantee.

Proposed Changes to the Greenhouse Gas Emissions Reporting Regulation (O. Reg. 452/09) and Guideline

The Greenhouse Gas Emissions Reporting Regulation (O. Reg. 452/09) requires facilities operating in Ontario with annual emissions equal to or greater than 25,000 tonnes of carbon dioxide equivalent to report and verify their greenhouse gas emissions data. The proposed amendments to the Greenhouse Gas Emissions Reporting Regulation are intended to support the development and future implementation of a cap and trade program for greenhouse gases.

Addition of Apricots to RRO 1990, Regulation 434 (Tender Fruit - Plan) and RRO 1990, Regulation 433 (Tender Fruit - Marketing)

The Ontario Tender Fruit Growers has asked the Ontario Farm Products Marketing Commission (Commission) to add apricots to the Ontario Tender Fruit plan. The Commission supports the addition of apricots to the plan.

Commercial Fish Royalty Rate Increase

As part of the 2014-2019 Sustainability Strategy for the Fish and Wildlife Special Purpose Account, the Ministry of Natural Resources and Forestry (MNRF) proposes to increase the commercial fish royalty rate from 3.3 percent to 5 percent over 3 years beginning January 1, 2016. The increase will recover administrative and overhead costs and provide a more fair return on the value of the fishery.

The Ministry of Transportation of Ontario is seeking public feedback on proposed regulatory amendments to the Highway Traffic Act enabling the use of new pedestrian crossover devices.

Amendment to O. Reg 347 under the Environmental Protection Act Regarding the Hazardous Waste Program Fee  (source: Environmental Registry)

The ministry is proposing a regulation to amend Regulation 347 and replace the Minister's Requirement for Hazardous Waste Fees. The proposed regulation, if made, would raise the tonnage component of the Hazardous Waste Fees from $10 per tonne to $20 per tonne for hazardous waste transferred or disposed of between January 1, 2016 and December 31, 2016. The tonnage component of the Hazardous Waste Fees would be further increased to $30 per tonne as of January 1, 2017.

Proposed Amendment to Regulation 628 (Vehicle Permits) under the Highway Traffic Act to add a new manufacturer licence plate series.

The Ministry of Transportation (MTO) is considering introducing a new manufacturer plate series to allow pre-production vehicles on Ontario roads for the purposes of demonstration, evaluation, exhibition, testing and special purposes. This plate will only be available to vehicle and vehicle component manufacturers.

Potential amendments to Ontario Regulation 119/11 Produce, Honey and Maple Products, under the Food Safety and Quality Act, 2001

The Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) is considering amendments to Ontario Regulation 119/11 Produce, Honey and Maple Products under the Food Safety and Quality Act, 2001. The potential amendments would more closely align federal and provincial maple grading, colour classification, and labelling standards while strengthening food safety requirements. The changes also aim to enhance product quality and support growth of the maple industry.

To seek public and industry stakeholder input on the proposal to amend Ontario Regulation 207/96 under the "Forest Fires Prevention Act" to extend the requirement for wildland fire prevention currently in place for the forest industry to all other industrial operations in forested areas within the legislated fire region, and to seek comments on the draft Industrial Operations Protocol, which describes most of the proposed requirements in greater detail.

Proposed Amendments to Insurance Act Regulation 664 (Automobile Insurance)

The Ministry of Finance is seeking public input on proposed amendments to the Automobile Insurance regulation under the Insurance Act

Regulatory amendments to O. Reg. 161/99 (Definitions and Exemptions) ("Exemption Regulation") made under the Ontario Energy Board Act, 1998 to help ensure that in qualifying multi-unit complexes, eligible residential units receive the applicable Debt Retirement Charge ("DRC") exemption, and eligible consumers receive the proposed Ontario Electricity Support Program ("OESP") credit.

Certain "distributors" of electricity ("Exempt Distributors") are exempted from some distributor licence conditions if they meet the requirements set out in the Exemption Regulation. Effective January 1, 2016, the proposed amendments would add two new requirements - passing through the applicable DRC exemption to electricity users in eligible residential units of sub-metered complexes, and passing through the proposed OESP credit to eligible electricity users.

Regulatory Amendments to O. Reg. 275/04 (Information on Invoices to Low-Volume Consumers of Electricity) ("Billing Regulation") made under the Ontario Energy Board Act, 1998, to prescribe changes to electricity invoices related to the proposed exemption from the Debt Retirement Charge ("DRC"), and related to the proposed Ontario Electricity Support Program ("OESP") credit.

Effective January 1, 2016, the proposed regulatory amendments would make changes to the information that must be presented on certain electricity invoices with respect to the DRC and the OESP for electricity consumed on or after January 1, 2016.

Mines and Mining Plants Regulatory Amendment Proposal

The Ministry of Labour is proposing various amendments to Regulation 854 (Mines and Mining Plants) under the Occupational Health and Safety Act that will, if approved, strengthen and improve certain requirements for worker health and safety, gradually change the fees payable to the Materials Testing Laboratory for rope testing, and update references and terminology.

Ministry of Labour Proposes to Strengthen Health and Safety Protections for Construction Workers

The Ministry of Labour is consulting on three regulatory consultation proposals aimed at strengthening health and safety protection for Ontario's construction workers under the Occupational Health and Safety Act.

Establishing a Single Regulator for the Bereavement Sector

The Ministry of Consumer Services (MCS) is proposing to amend O.Reg 187/09, made under the Safety and Consumer Statutes Administration Act, 1996 (SCSAA), to assign responsibility for the day to day administration of the Funeral, Burial and Cremation Services Act, 2002 (FBCSA) to a new Delegated Administrative Authority.

A Pilot Project to Safely Test Autonomous Vehicles

The Ministry of Transportation (MTO) is soliciting public comment to inform its development of a potential pilot project. The pilot is intended to facilitate the safe testing of autonomous vehicles on Ontario's roads for a specified period of time.
