2016 Long-Term Care (LTC) home and Hospital Chronic Care co-payment increase

The approved amendments to regulations set out the annual increase to the LTC home and chronic care co-payment rates. In addition, the amendments reflect an increase in the dependant deduction amounts used, as applicable, in the calculation of a reduced co-payment rate for LTC home residents in basic accommodation.

In 2012, the Canadian Fuels Association (CFA) approached the Ministry of the Environment and Climate Change (the ministry) with a request to develop a proposed Technical Standard under the Local Air Quality Regulation (O. Reg. 419/05: Air Pollution - Local Air Quality) for benzene and benzo[a]pyrene. In practical terms, a technical standard provides a prescriptive set of air pollution control requirements that focus on key contributors to off-site concentrations of priority air toxics.

Raw Leaf Tobacco Oversight - Tracking, Labelling and Reporting

The Ministry of Finance (MOF) is responsible for oversight of all raw leaf tobacco (RLT) in Ontario including flue-cured, dark-fired and burley tobacco. The Tobacco Tax Act (TTA) was amended in December 2015 to enhance oversight of the RLT regime and better enable the government to directly address the issue of contraband tobacco. The MOF is developing regulatory and administrative measures, which will be in force in advance of the 2016 RLT harvest, required to support the amendments to the TTA.

Cap and Trade Regulatory Proposal and Revised Guideline for Greenhouse Gas Emissions Reporting  (source: Environmental Registry)

The cap and trade program is a key initiative for the government to fight climate change by reducing greenhouse gases. The program would reduce the amount of greenhouse gas pollution going into the atmosphere by setting a limit (i.e., cap) on emissions from capped participants. Over time, the cap is lowered, reducing greenhouse gas pollution.

Public Sector Labour Relations Transition Act, 1997 (PSLRTA), Public Consultations

The Public Sector Labour Relations Transition Act, 1997, provides that if a bargaining agent represents a prescribed minimum threshold level of representation (which is over 60%), that bargaining agent would be ordered to be the bargaining agent for the new bargaining unit without a representation vote. MOL is consulting on a regulation to prescribe this threshold. Based on current feedback, MOL is proposing a 75% threshold, but a different number may be prescribed based on the comments received

The Ministry of Government and Consumer Services is seeking feedback on the proposed regulatory changes to Ontario Regulation 17/05 (General) under the Consumer Protection Act and proposed regulations (General) under the Repair and Storage Liens Act. These changes are intended to establish tow and storage specific consumer protection measures and address storage notification and related issues.

Regulatory amendments to O. Reg. 389/10 (General) made under the Energy Consumer Protection Act, 2010, O. Reg. 331/03 (Administrative Penalties) and O. Reg. 442/01 (Rural or Remote Electricity Rate Protection)made under the Ontario Energy Board Act, 1998, that would support the proposed Strengthening Consumer Protection and Electricity System Oversight Act, 2015 (Bill 112), if passed.

The Ministry of Energy introduced Bill 112 to enhance the Ontario Energy Board and strengthen consumer protection. The proposed regulatory amendments would support Bill 112, if passed, by strengthening consumer protection measures related to retail energy contracts and providing the OEB with more flexible enforcement powers. An additional proposed amendment would clarify the payment settlement role for the Rural or Remote Electricity Rate Protection funds to support the Hydro One reorganization.

Passenger/Light Duty Vehicle Inspection Standard

The Ministry of Transportation of Ontario is proposing regulatory changes to Ontario Regulation 611 under the Highway Traffic Act.
