Amendments to Occupational Health and Safety Act, R.R.O. 1990, Regulation 860, Workplace Hazardous Materials Information System (WHMIS)

The Ontario government has amended the WHMIS Regulation (R.R.O. 1990, Regulation 860) made under the Occupational Health and Safety Act (OHSA) to allow an exception for employers to create workplace labels for WHMIS 1988 products.

Amendments to Regulations 719 and 720 under the Liquor Licence Act to Extend Hours of Alcohol Sale and Service for the "By the Glass" Licence and to Extend Offsite Warehousing for Wine Sale at Farmers' Markets.

The amendment to Regulation 719 (Licences to Sell Liquor) under the Liquor Licence Act (LLA) extends the permissible hours of alcohol sale and service for all holders of a "By the Glass" licence. The amendment to Regulation 720 (Manufacturers' Licences) under the LLA allows wineries authorized to sell at farmers' markets to physically leave the site of their winery, sell their wine at farmers' markets and return unsold product to their on-site retail store within a 72-hour period.

Amendments to O. Reg. 445/10 (General) under the Excellent Care for All Act, 2010 (ECFAA)

O. Reg. 445/10 is amended to revoke the restrictive provisions relating to Health Quality Ontario's (HQO) authority to collect, use and disclose personal health information, along with various operational provisions that will be defunct following the transfer of HQO into Ontario Health. The regulation was approved on November 4, 2019, filed with the Registrar of Regulations on November 13, 2019 and came into effect on December 2, 2019.

Amendments to Ontario Regulation 421/12: Barber fee exemption under the Ontario College of Trades and Apprenticeship Act, 2009

O. Reg. 421/12 has been amended to extend, for one year, the membership fee exemption for individuals who held a Barber Certificate of Qualification (C of Q) under previous apprenticeship and skilled trades legislation. The exemption will now expire on April 8, 2020. The amending regulation was filed as O. Reg. 68/19.

New Regulation under the Connecting Care Act, 2019 (CCA) - Additional Objects of the Agency

To prescribe additional corporate objects for the new Ontario Health agency to enable its assumption of certain functions that are currently carried out by Health Shared Services Ontario (HSSO) and Cancer Care Ontario (CCO) and which are not already authorized in the Act. The regulation was approved on November 4, 2019, filed on November 13, 2019 and came into effect on December 2, 2019.

Improving Value of Pharmacy Payments

The Ministry of Health is proposing amendments to Ontario Regulation 201/96 under the Ontario Drug Benefit Act (ODBA) that, if approved, would implement a temporary reduction in payments made to pharmacies for dispensing drug benefits for Ontario Drug Benefit recipients through a reconciliation adjustment. The proposed regulatory amendments are conditional on the introduction and passage of legislative amendments.

Ontario is reducing regulatory burden and streamlining processes by moving towards a one-window approvals system for waterpower facilities through the Ministry of Natural Resources and Forestry. The proposed changes would remove the current duplication and overlap between the Ministry of the Environment, Conservation and Parks and the Ministry of Natural Resources and Forestry for the industry, also providing some cost savings for facilities while maintaining environmental protections.

We are proposing to make reporting easier and faster for regulated communities by changing the mandate of the Resource Productivity and Recovery Authority (RPRA). To do this, we need to amend the Resource Recovery and Circular Economy Act (RRCEA), the Environmental Protection Act (EPA) and the Waste Diversion Transition Act (WDTA). This would allow RPRA to offer digital reporting services for a wider range of waste and resource recovery programs.

Enabling New Models of Care for Select 9-1-1 Patients

MOHLTC is proposing amendments to Ontario Regulation 257/00 under the Ambulance Act and Regulation 552 under the Health Insurance Act to enable new models of care for select 9-1-1 patients other than transport to the emergency department. Amendments will include LGIC regulations that will allow ambulance services to provide patients with alternatives to care other than transport to the emergency department, and Minister regulations that set out fees for different types of ambulance services.

Enhancing Municipal Road Safety through Automated Speed Enforcement (ASE)

On May 30, 2017, Ontario passed Bill 65, The Safer School Zones Act, 2017, to improve road safety by allowing municipalities to use ASE camera systems to enforce speeding offences in school zones and community safety zones on roads with a speed limit under 80km/h and allowing municipalities to enrol in a Red Light Camera (RLC) program, through a streamlined process, that makes regulatory approval easier. The Ministry is soliciting public comment on this proposed regulatory framework

Amending Regulation 54 of the Beef Cattle Marketing Act to increase licence fees collected by the Beef Farmers of Ontario.

At the request of the Beef Farmers of Ontario (BFO) and with the support of their members, OMAFRA is proposing an amendment to Regulation 54 (Licence Fees) of the Beef Cattle Marketing Act. This change would increase the fee on beef cattle sold within Ontario and internationally by $1.50, from $3 to $4.50. The licence fee is collected and used by the BFO to fund activities such as marketing, promotion and research.

Under this Act, 47 Service Managers (municipalities and district social services administration boards) are required to administer waiting lists for access to rent-geared-to-income assistance in social housing in their service area, in compliance with detailed rules.

Amendments to R.R.O. 1990, Regulation 418 (Greenhouse Vegetables - Plan) under the Farm Products Marketing Act.

In support of a request made by the Ontario Greenhouse Vegetable Growers (OGVG), the Ontario Farm Products Marketing Commission is proposing amendments to Regulation 418 (Greenhouse Vegetables - Plan) related to realignment of greenhouse vegetable growing districts, the designation of non-individual producers who are eligible to vote or hold office, and the restriction of individuals who have contravened specified legislation from being elected to the board.

Excess Soil Management Regulatory Proposal

The proposal would clarify responsibility for managing excess soil and conditions for reuse of excess soil. This would help to ensure that excess soil is properly characterized and relocated to an appropriate reuse site. All comments received on the previous proposal were considered as part of the decision making process on this revised proposal.

Contingent on Bill 107, Getting Ontario Moving Act (Transportation Statute Law Amendment), 2019 passing, the Ministry of Transportation is proposing a regulation that would make the City of Toronto's proposed Relief Line, the Yonge Subway Extension, and the Scarborough Subway Extension projects the responsibility of the Province.

Amendments to R.R.O. 1990, Regulation 440 (Vegetables for Processing-Marketing) and R.R.O. 1990, Regulation 441 (Vegetables for Processing-Plan) under the Farm Products Marketing Act

The Ontario Farm Products Marketing Commission (Commission) is proposing amendments to Regulation 440 to enable direct negotiation and contracting between tomato producers and processors. The Ministry of Finance is proposing amendments to Regulation 664 under the Insurance Act. These amendments would support the transfer of the remaining open Dispute Resolution Services (DRS) cases from the Financial Services Commission of Ontario to the Licence Appeal Tribunal, which is one of the nineteen constituent tribunals of Tribunals Ontario.

Amendments to R.R.O. 1990 Regulation 761: Milk and Milk Products under the Milk Act

The Ontario Farm Products Marketing Commission is proposing amendments to Regulation 761: Milk and Milk Products, under the Milk Act. The proposed amendments are intended to help reduce burden for existing dairy processors, new and expanding dairy processors, and small foodservice and retail operations.

Reducing Regulatory Burden for Private Label Products

The Ministry of Health and Long-Term Care (MOHLTC) is proposing amendments to Ontario Regulation 201/96 under the Ontario Drug Benefit Act and Regulation 935 under the Drug Interchangeability and Dispensing Fee Act to allow private label products to be designated as listed drug products under the Ontario Drug Benefit Act, or interchangeable products under the Drug Interchangeability and Dispensing Fee Act, if other existing conditions in the regulations are met.

The proposal would clarify responsibility for managing excess soil and conditions for reuse of excess soil. This would help to ensure that excess soil is properly characterized and relocated to an appropriate reuse site. All comments received on the previous proposal were considered as part of the decision making process on this revised proposal.

Ministry of Community Safety and Correctional Services: Public consultation on proposed regulations for mandatory training and certification and conducting community risk assessments.

The Ministry of Community Safety and Correctional Services is seeking public input on proposed regulations under the Fire Protection and Prevention Act, 1997 related to new requirements for the mandatory training and certification of firefighters and the mandatory completion of community risk assessments.

Proposed amendments to O. Reg. 439/10 (Hogs - Marketing) under the Farm Products Marketing Act

The Ontario Farm Products Marketing Commission (Commission) is proposing to amend Regulation 439/10. The amendments were requested by the Ontario Pork Producers' Marketing Board (Ontario Pork) after consulting with its producers. The proposed amendments would provide Ontario Pork with the authority to licence weaner hog producers and to collect licence fees from weaner hog producers who transport weaner hogs outside of Ontario, but do not market them.

Consultation Requirement for Potential New Edition of the Building Code

The Ministry of Municipal Affairs (MMA) is proposing to revoke the current version of the Building Code (Ontario Regulation 332/12) and replace it with a new edition under the Building Code Act, 1992. It is proposed that the new edition come into effect in January 2019.

The Ministry of Natural Resources and Forestry (MNRF) works to promote healthy, sustainable ecosystems and conserve biodiversity and provides opportunities for sustainable outdoor recreation such as hunting and fishing. To provide Ontarians and non-residents with the opportunity to participate in recreational hunting or fishing, an electronic system to issue and administer licences was adopted in 2009.
