Moving Ontarians More Safely Act, 2021 & Towing and Storage Safety and Enforcement Act, 2021

The Ministry of Transportation is soliciting public comment on proposed legislative and regulatory changes that would, if passed, help protect people and families by targeting those who engage in stunt driving and unsafe, high-risk driving as well as to protect vulnerable road users, such as pedestrians and highway workers, improve truck safety, and strengthen provincial oversight of the towing sector.

Updating the Northern Ontario Heritage Fund Corporation's (NOHFC) Forms Repository

The Ministry of Energy, Northern Development and Mines (ENDM) has created a single, dynamic NOHFC application form in the Forms Repository related to funding opportunities for Northern Ontario businesses and communities. ENDM updated the single dynamic application form with the launch of renewed programs in February 2021.

Eliminating Renewable Energy Requirements  (source: Environmental Registry)

We are proposing to repeal sections of the Electricity Act, 1998 (EA) and the Ontario Energy Board Act, 1998 (OEBA) that were introduced under the Green Energy and Green Economy Act, 2009 to promote and prioritize the development of renewable energy. Ontario has built a clean energy supply. Prioritizing renewable generation is no longer appropriate. Going forward, Ontario will ensure value for ratepayers by allowing all resources to compete to meet system needs.

Improving hunter reporting compliance through financial penalties

The Ministry of Natural Resources and Forestry is proposing an amendment to the Fish and Wildlife Conservation Act, 1997, to provide the regulation making authority to set a financial penalty for hunters who do not submit mandatory reports required by the regulations. This would provide an alternative tool to promote hunter reporting compliance. Subsequent regulatory amendments would be required to implement the penalty, including setting the amount and the circumstances where it would apply.

We want to amend the Mining Act to establish a public registry for licences of occupation, so the public can more easily access the Ministry's information. The registry would be accessible through the Mining Lands Administration System (MLAS).

Amendment of the Mining Act to enable a more streamlined approach to authorizing the sale of end product from bulk samples  (source: Environmental Registry)

We want to amend the Mining Act to enable regulations to establish a "permit by rule" model, allowing claim holders to sell the end product of a bulk sample, and retain proceeds, provided that certain conditions are met. This will provide proponents with clarity and certainty regarding the retention of proceeds from bulk samples and will facilitate early exploration and advanced exploration projects.

We want to extend the Natural Gas Expansion Program, a program that provides financial support to help natural gas companies expand natural gas distribution in communities that are not currently connected to the natural gas system. We are doing this to help make energy more affordable for rural, northern, and Indigenous communities in Ontario.

We are proposing to revoke O. Reg. 326/09: Mandatory Information Re Connections. This regulation prescribes preferential timelines for renewable energy projects seeking complex grid connection assessments and related reporting requirements for Local Distribution Companies and the Independent Electricity System Operator. Ontario has built a clean energy supply. A competitive energy future will ensure value for ratepayers. Placing priority on renewable generation is no longer appropriate.

Proposed Revocation of O. Reg. 274/18, Siting Restrictions for Renewable Energy Generation Facilities  (source: Environmental Registry)

We are proposing to revoke O. Reg. 274/18 - Siting Restrictions for Renewable Energy Generation Facilities, which placed provincial siting restrictions on renewable energy generation facilities (Projects) in relation to residential areas and agricultural land. As a result of the Green Energy Repeal Act, 2019 (GERA), municipal authority over the siting of new Projects has been fully restored. The regulation is effectively spent and no longer applies to any Projects.

We are proposing a regulation under the Resource Recovery and Circular Economy Act, 2016 (RRCEA) to make producers responsible for blue box programs and also proposing to make amendments to Ontario Regulation 101/94: Recycling and Composting of Municipal Waste to sunset municipal obligations to run blue box systems after transition to full producer responsibility.

Improving Access to Exceptional Access Program Drugs for Ontarians Living Near Manitoba and Quebec Borders

A proposed new Minister's regulation to make Quebec and Manitoba physicians and nurses who have the authority to prescribe drugs "authorized prescribers" for the purposes of Ontario's Exceptional Access Program.
