College of Psychologists of Ontario: Regulation of Behaviour Analysts

The College of Psychologists of Ontario is proposing regulatory amendments made under the Psychology and Applied Behaviour Analysis Act, 2021 needed to regulate the profession of Applied Behaviour Analysis (ABA). The affected regulations include Ontario Regulation 74/15 (Registration), Ontario Regulation 209/94 (General), and Ontario Regulation 801/93 (Professional Misconduct).

Proposed Amendments to Ontario Regulation 525/97 to Exempt Certain Official Plan Matters from Approval under the Planning Act

The Minister of Municipal Affairs and Housing (MMAH) is proposing to amend O. Reg. 525/97 (Exemption from Approval - Official Plan Amendments) under the Planning Act, in order to exempt certain municipalities from the requirement to obtain the Minister's approval of most official plan amendments.

Regulatory fee increase for use of facilities for post-mortem examinations

The Ministry of the Solicitor General intends to make a minister's regulation amendment to increase the provincial fee paid to a hospital or other place, for use of the facilities for post-mortem examinations. This increase in the fee is intended to cover hospital overheads related to post-mortem examinations.

Proposal for Amendments to R.R.O. 1990, Reg 569: Reports and O. Reg 135/18: Designation of Diseases under the Health Protection and Promotion Act (HPPA)

The Ministry of Health is proposing amendments to Reg 569:Reports and O. Reg. 135/18:Designation of Diseases under the HPPA to: •Remove COVID19 from the list of diseases identified as being caused by a novel coronavirus, while maintaining it as a Disease of Public Health Significance. This will limit the data required to be reported in connection with COVID19. •Exempt medical officers of health (MOHs) from having to forward a copy of COVID19 data (other than death data and outbreaks in specified institutions) to the Ministry and PHO •Remove requirement for every person who performs COVID19 point of care testing, unless otherwise required, to report every positive result to MOHs

Proposed Policy Directive Updates to Clarify Data Collection and Reporting Requirements for Children's Aid Societies Respecting the New Youth Leaving Care Policy and Ready, Set, Go Program

The Minister of Children, Community and Social Services is proposing to amend Policy Directive CW 003-23 - Preparing Youth for Successful Transition from the Care of Children's Aid Societies under the Child, Youth and Family Services Act, 2017 (CYFSA). The proposed amendments aim to clarify data collection and reporting requirements for children's aid societies (societies) with respect to children and youth receiving services under the Ministry of Children, Community and Social Services' youth leaving care policy and Ready, Set Go (RSG) program. Further, a technical amendment to Ontario Regulation 156/18 under the CYFSA is also proposed to update the effective date of the policy directive should it be amended.

In 2023, the Ministry of Energy posted a proposal for amendments to the Ontario Energy Board Act, 1998 to allow government to prescribe conditions in regulation to fast-track Ontario Energy Board approval of small natural gas pipeline projects. This posting seeks feedback on proposed regulations that would set out conditions if duty to consult is met.

Proposed Regulatory Amendments to the O.Reg. 570/05 (Licensing of Electrical Contractors and Master Electricians Regulation)

The Ministry of Public and Business Service Delivery (MPBSD) is proposing regulatory amendments to O.Reg. 570/05 (Licensing of Electrical Contractors and Master Electricians) to support the Electrical Safety Authority's (ESA) initiative to modernize its licence renewal process for master electricians and licensed electrical contractors.

Proposed New Surety Bonding Requirements for Large Non-P3 Infrastructure Projects

The Ministry of Infrastructure (MOI) and the Ministry of the Attorney General (MAG) are considering potential regulatory amendments under the Construction Act to prescribe surety bonding requirements for large public infrastructure projects that are not Public-Private Partnerships (P3s).

College of Psychologists of Ontario: Expansion of the Emergency Class Certificate of Registration

The College of Psychologists of Ontario is proposing amendments to: 1. Move the emergency class provisions for psychologists and psychological associates from O. Reg. 74/15 made under the Psychology Act, 1991 to O. Reg. 193/23 made under the Psychology and Applied Behaviour Analysis Act, 2021; and 2. Amend O.Reg. 193/23 made under the Psychology and Applied Behaviour Analysis Act, 2021, to expand the emergency class certificate of registration to include behaviour analysts.

We are proposing changes to the Disposal of Dead Farm Animals regulation made under the Nutrient Management Act, 2002. These changes will allow verification certificates to be issued to demonstrate incinerators meet the requirements of the regulation. We are also seeking input on opportunities to make the verification certificate more efficient.

We are proposing to amend Ontario Regulation 167/95 to revise the Forest Management Planning Manual (FMPM), Forest Information Manual (FIM), and Scaling Manual (SM) under the Crown Forest Sustainability Act. The proposed revisions to these manuals provide an opportunity to further modernize and streamline our business processes while continuing to provide for sustainability.

The CASLPO is proposing to amend its professional misconduct regulation made under the Audiology and Speech-Language Pathology Act, 1991, to ensure that it is more relevant to current expectations of members and that it reflect changes in practice environment.

College of Denturists (CDO), College of Massage Therapists (CMTO) and College of Opticians (COO) Professional Misconduct Regulations

The CDO, CMTO and COO are proposing to amend their professional misconduct regulations to clarify and add activities, actions, and behaviours that are considered by the Colleges to be acts of professional misconduct as a result of changes in the practice environment (e.g., new scopes of practice, technology, models of care), to ensure the Colleges are able to hold members accountable for their behaviour and conduct.
