Environmental Compliance Approval in Respect of Sewage Works Regulation

We are proposing a new regulation to streamline approval requirements for constructing sewage works that the municipality may eventually own. Prescribed persons, such as developers, would be able to construct works under the municipality's Environmental Compliance Approval (ECA), if specific conditions are met, instead of obtaining a separate ECA.

We are proposing to address excess soil management in Ontario. This includes proposed amendments to the Environmental Protection Act to strengthen enforcement tools available to front-line provincial officers to ensure clean air, water and land for Ontarians. The proposed amendments to the Environmental Protection Act would enable administrative penalties for a broad range of environmental violations and modernize the process to seize vehicle plates when serious environmental violations occur.

Enhancing Ontario's Stunt Driving Law in Support of Raised Speed Limits

On May 10th, 2019, the Ontario Government announced that it would be exploring new ways to improve traffic flow and safety on provincial highways by introducing three speed limit pilots on select highways. Under this initiative, three sections of highways are planned as pilot locations in Southern Ontario where the highway speed will be posted at 110 km/h starting in mid-September. As a result, MTO is proposing to amend the current definition of "stunt" under Ontario Regulation 455/07.

O. Reg 285/01: When Work Deemed to be Performed, Exemptions and Special Rules made under the Employment Standards Act, 2000.

The government is proposing to amend O. Reg 285/01 to define "wilderness guide", exempt these employees from certain employment standards and provide special minimum wage rates for these employees.

We are proposing a regulation that outlines how conservation authorities permit development and other activities for impacts to natural hazards and public safety. The proposed regulation will make rules for development in hazardous areas more consistent to support faster, more predictable and less costly approvals.

Permitting the Payment of Variable Benefits from Defined Contribution (DC) Pension Plans

Currently, plan members who belong to a pension plan that provides defined contribution (DC) benefits must transfer their money to a financial institution to start receiving retirement income. The variable benefit provisions in the Pension Benefits Act (PBA) would permit, but would not require, an administrator to offer Life Income Fund (LIF)-like payments directly from the plan through the establishment of a variable benefit account.

Proposed Amendments to General Regulation 334 under the Environmental Assessment Act to Support the Efficient Disposal of Government Property.

The Ministry of Government and Consumer Services is proposing to amend Regulation 334 to exempt the disposition or severance of property from the Environmental Assessment Act requirements and to reflect these proposed changes in the Public Work Class Environmental Assessment.
