Regulations for Recycling of Electrical and Electronic Equipment (EEE) and Batteries under the Resource Recovery and Circular Economy Act, 2016  (source: Environmental Registry)
We are proposing regulations that will make producers of electronics and batteries environmentally accountable and financially responsible for the waste generated from products they supply into Ontario. The regulations will set requirements for collection, management and consumer education, as well as incenting waste reduction activities.

The Enhanced Driver's Licence
The Enhanced Driver's Licence (EDL) was established under Ontario's Photo Card Act combining the physical plastic Ontario driver's licence card with proof of citizenship to allow Ontarians to cross between the Canadian and United States borders by land and/or water. The expected uptake for Ontario's EDL program has not come to realization due to more dynamic and cost-effective federal programs such as NEXUS, FAST and ePassport. As a result, Ontario is considering eliminating the program.

Driver and Vehicle Fees
The Ministry of Transportation is proposing a minimal two per cent fee increases, beginning July 1, 2019 and continuing for five years, that will allow for the move towards greater cost recovery of government services. The proposed fee increases will support the government's fiscal objectives, particularly in the reduction of the deficit while encouraging the recovery of increasing costs and inflationary pressures.

Excess Soil Management Regulatory Proposal
The proposal would clarify responsibility for managing excess soil and conditions for reuse of excess soil. This would help to ensure that excess soil is properly characterized and relocated to an appropriate reuse site. All comments received on the previous proposal were considered as part of the decision making process on this revised proposal.

Proposal to reduce the minimum distance requirement for placement of bait from rights of way and trails for black bear hunting  (source: Environmental Registry)
The Ministry of Natural Resources and Forestry is proposing to reduce the minimum distance requirement for placement of bait from rights of way for public vehicular traffic and marked and maintained recreational trails for black bear hunting from 200 metres to 30 metres.

Proposed amendments to Regulation 552 (General) under the Health Insurance Act, the Schedule of Benefits for Laboratory Services (SOB-LS) under Regulation 552 and Regulation 682 (Laboratories) under the Laboratory and Specimen Collection Centre Licensing Act.
The Ministry of Health and Long-Term Care (ministry) is proposing amendments to Regulation 682 (Laboratories), Regulation 552 (General) and the SOB-LS under Regulation 552 to support implementation of Permanent Hearing Loss Risk as a new screening test under the Newborn Screening Ontario (NSO) program.

Refund Administrative Fees under the Highway Traffic Act
The Ministry of Transportation is proposing to amend Regulation 628 (Vehicle Permits), under the Highway Traffic Act (HTA) by repealing the administrative fee applied to refunds. This proposal ensures that customers receive the full refund amount they are entitled to and will also support the introduction of point-of-sale refunds to payment cards for unused licence plate validation fees when a licence plate is returned.

Amendments to R.R.O. 1990, Regulation 440 (Vegetables for Processing-Marketing) and R.R.O. 1990, Regulation 441 (Vegetables for Processing-Plan) under the Farm Products Marketing Act
The Ontario Farm Products Marketing Commission (Commission) is proposing amendments to Regulation 440 to enable direct negotiation and contracting between tomato producers and processors. The Commission is also proposing amendments to Regulation 441 to allow for broader producer participation in selecting directors to the Ontario Processing Vegetable Growers' marketing board.

Amend the Highway Traffic Act Regulation 615, Signs, to Include New Signs for Traffic Control Purposes
The government is proposing a regulatory amendment to Highway Traffic Act, O. Reg. 615, Signs to improve traffic control and enforceability. The proposed amendments address a request by municipalities to include two new signs in regulation to assist in traffic control and enforcement efforts.

Charter Bus Registration Alignment-International Registration Plan (IRP)
The current International Registration Plan (IRP) Agreement was updated in January 2016 making it mandatory for charter buses to register under IRP. A regulatory amendment is required to align the Highway Traffic Act (HTA) with the IRP to remove the existing exemption for Charter Bus registration in the current regulation.

Enforcement of Small US Commercial Vehicles with No Permits for travel in Ontario
A regulatory amendment is required to amend the Highway Traffic Act (HTA) to allow small US commercial trucks that do not meet requirements for registration under the International Registration Plan (IRP) to be exempt from requiring permanent or temporary Ontario registration. A small truck that does not meet IRP requirements may be required to purchase trip permits. Registration for these vehicles would be consistent with those being reciprocally applied to Ontario vehicles in the US.

Proposed Amendment to Ontario Highway Traffic Act Regulation 596 s.10(1) to change the current motorcycle handlebar requirements to permit handlebars that are at the top of the operator's shoulders or lower while seated.
The Ministry of Transportation (MTO) is soliciting public comment on proposed amendments to Ontario Highway Traffic Act Regulation 596 s.10 (1) to remove Ontario's motorcycle handlebar height restriction.

The Ministry of Transportation is proposing to amend Ontario Regulation 413/05 under the Highway Traffic Act.
