The process for a multi-unit building to switch its suite meter provider from a Local Distribution Company (LDC) to a Unit Sub-Meter Provider (USMP) may be more complex than switching from a USMP to an LDC or from one USMP to another USMP. The Ministry of Energy is considering regulatory changes to make it easier for a building to switch its suite meter provider from an LDC to a USMP, which would provide greater choice and may enhance competition in the provision of electricity suite metering.

The amendments to the Workplace Safety and Insurance Act, 1997 would enable the WSIB to distribute surplus amounts to employers, including discretionary distribution at 115% sufficiency and mandatory distribution at 125% sufficiency.

The proposed amendments to the Fair Access to Regulated Professions and Compulsory Trades Act, 2006 (FARPACTA) would, if passed, enable enhancements to programs that support internationally trained individuals' licensure and employment, and increase the Ontario Fairness Commissioner's and the Minister's authority to help reduce barriers in the licensure process for regulated professions, including Skilled Trades Ontario in respect of compulsory trades.

The legislative changes would remove the requirement for school boards to seek confirmation from the Minister of Education that a person is eligible to be appointed as a supervisory officer, and the requirement for a supervisory officer to seek approval from the Minister of Education to hold any additional office, have any other employment or follow any other profession or calling during their tenure.

The Ministry of Labour, Training and Skills Development is consulting on proposed amendments to the ESA that, if passed, would prohibit employers from entering into an employment contract or other agreement with an employee that is, or that includes, a non-compete agreement. A narrow exception to the prohibition would apply in a sale of business context.

The amendments to the Workplace Safety and Insurance Act, 1997 would enable the Workplace Safety and Insurance Board (WSIB) to enter into contracts or agreements with any person or entity, such as the Canada Revenue Agency (CRA), for the purposes of administering Part VII (Employers and their Obligations) of the Act, including accepting Schedule 1 employer premium payments on the WSIB's behalf.

The Ministry of Municipal Affairs and Housing proposes to repeal subsections 11(8) and 11(9) of the Toronto Atmospheric Fund Act, 2005. If approved, the changes would:
-Section 11(8): align requirements related to the calculation of City of Toronto's debt limit with those in the City of Toronto Act;
-Section 11(9): remove a requirement for The Atmospheric Fund (TAF) to obtain Toronto council approval for liabilities where TAF is required to make payments after the expiry of the council term.

MTO is proposing to proclaim legislative items and introduce regulatory requirements for garages and technicians to participate in a Vehicle Inspection Program. The new program will replace current requirements of the Motor Vehicle Inspection Station (MVIS) program and introduce emission standards. The regulation of on-road vehicle emission standards will move from the Environmental Protection Act (EPA) to the Highway Traffic Act (HTA). Additional regulations will also be amended.
