Nutrient Management Act Further Burden Reduction Opportunities
OMAFRA and MECP are proposing to remove the five-year expiry of the Agricultural Operation Planning (AOP) certificate currently required by O. Reg. 267/03 made under the Nutrient Management Act (NMA). The Ministries are also proposing housekeeping amendments to the Regulation and Nutrient Management Protocol to add clarity, simplify rules and streamline processes. These changes will reduce administrative burden, enhance compliance and provide a cost savings for farm businesses.
High Occupancy Toll (HOT) Lanes Pilot Expansion
Under the HOT Lanes Pilot expansion, the Ontario Ministry of Transportation (MTO) plans to expand on the current HOT lanes located on the QEW, by utilizing existing High Occupancy Vehicle (HOV) lanes on Highways 410 and 403 to HOT lanes. The HOT lanes permit price will remain unchanged.
Provincial and Demonstration Schools Residence Regulation
The Ministry of Education (EDU) is seeking community input on the proposed elements of a new regulation that would update standards for how residences at the English and French Provincial and Demonstration schools should operate. The new regulation would impact Provincial Schools for the Deaf, Blind and Deafblind as well as Demonstration Schools operated by EDU and the Centre Jules-Léger Consortium (CJLC) respectively.
Animal Shelter Ownership Authority under the Provincial Animal Welfare Services Act, 2019
The Ministry of the Solicitor General (SolGen) is proposing to modify the list of prescribed organizations in O. Reg. 447/19 that can assume ownership of animals where the owner or custodian of the animal is not identified or has not claimed the animal. This is to provide these animal sheltering organizations and the public with clarity and consistency in who can take ownership of found, abandoned or unclaimed animals.

Proposal for regulations under the Liquor Licence and Control Act, 2019 to modernize the legislative framework of beverage alcohol to make it easier for businesses and consumers to understand the rules, clearly separate the LCBO's operational function from the AGCO's regulatory function, reduce red tape, and increase flexibility for businesses to reflect the changing landscape of beverage alcohol.
Electronic Logging Devices (ELD) for Intra-provincial Carriers
The Ministry of Transportation (MTO) is proposing the use of Electronic Logging Devices (ELDs) for intra-provincial carriers. We are looking for your input in the proposed amendments to Regulation 555/06 Hours of Service (HoS) under the Highway Traffic Act (HTA).
MTO is proposing an implementation date no sooner than June 12, 2022.
Proposed amendments to O. Reg. 406/00
The ministry is looking for input to make a change to the current wine standards rules by adding the Glera grape variety to the list of authorized grapes used for wine produced in Ontario and eligible for approval by Vintners Quality Alliance Ontario, Ontario's Wine Appellation Authority.
