Proposed Change to Ontario Regulation 328/03 - Leave to Construct Cost Threshold for Hydrocarbon Pipelines  (source: Environmental Registry)

We are proposing to increase the cost threshold for hydrocarbon pipelines that require Ontario Energy Board (OEB) approval through its Leave to Construct process from $2 million to $10 million. This proposal would support Ontario's commitment to regulatory burden reduction and providing a reliable and cost-effective energy supply.

Proposed changes to combine the Grains Act, the Livestock and Livestock Products Act and the Farm Products Payments Act, which govern Ontario's Financial Protection Programs. The new Act will be updated to make it more flexible, modern and reflective of current industry and board governance best practices.

OMAFRA is proposing changes to the programs which govern the buying and selling of beef cattle and grains and oilseeds in Ontario. The changes, if approved, would strengthen producer protection; improve and clarify rules and requirements for licensing; expand the suite of enforcement tools; update Board governance and powers, make it easier to expand the programs to other sectors; update appeals provisions and provide for greater flexibility in program delivery.

Draft amendments to Ontario Regulation 161/99 (Definitions and Exemptions) under the Ontario Energy Board Act, 1998 to exempt certain electricity transmission projects from Section 92 (Leave to Construct) approval  (source: Environmental Registry)

We are proposing draft amendments to Ontario Regulation 161/99 that are intended to exempt electricity transmission projects that are not expected to have a ratepayer impact from the requirement to obtain Section 92 (electricity Leave to Construct) approval from the Ontario Energy Board (OEB).

Proposed complementary and consequential changes to Minister's regulations under the Planning Act

Bill 276 - the Supporting Recovery and Competitiveness Act, 2021, was introduced on April 15, 2021 and received Royal Assent on June 3, 2021. Once proclaimed, Schedule 24 to Bill 276 will make policy changes to the Planning Act related to control of the division of land (i.e. subdivision control, plans of subdivision, consents and validations), as well as other housekeeping or consequential changes.

The Ministry of Government and Consumer Services is seeking input on a number of proposals for potential changes to the Funeral, Burial and Cremation Services Act, 2002 and/or its regulations to address concerns raised by bereavement sector stakeholders and recommendations made by the Auditor General as part of her 2020 Annual Report, which included a value-for-money audit of the Bereavement Authority of Ontario.
