The Ministry of Labour, Training and Skills Development (MLTSD) is consulting on proposed amendments to the Employment Standards Act, 2000 (ESA) that, if passed, would provide greater transparency for Ontario employees regarding electronic monitoring practices by requiring employers with 25 or more employees to have a policy about the electronic monitoring of their employees.

The Ministry of Labour, Training and Skills Development is proposing to amend the ESA to broaden the reason for taking Reservist Leave to include military skills training and reduce the length of service requirement for Reservist Leave from six to three months.

The Ministry of Labour, Training and Skills Development (MLTSD) is consulting on proposed amendments to the Employment Standards Act, 2000 that, if passed, would provide greater certainty for business and greater flexibility for affected workers by exempting certain "business consultants" and "information technology consultants" from the ESA.

The Ministry of Labour, Training and Skills Development (MLTSD) is consulting on proposed new legislation, called the Digital Platform Workers' Rights Act, 2022. If passed, the new legislation would provide certain rights and protections for digital platform workers who provide ride-share, delivery, or courier services.

Various amendments are proposed to the penalties provisions under the Occupational Health and Safety Act (OHSA) to address this. These include:
- Increasing the maximum fine from $100,000 to $1,500,000 for directors or officers of corporations and to $500,000 for all other individuals.
- Adding a list of aggravating factors that the court must consider for the purposes of determining a penalty under the Act.
- Adding a new authority under the Act permitting the courts to impose an order as set in regulation, on convicting a defendant, in addition to any fine or imprisonment imposed.
- Extending the limitation period for instituting a prosecution from one year to two years.

The Ministry of Labour, Training and Skills Development (MLTSD) is consulting on proposed amendments to the Occupational Health and Safety Act that, if passed, would require an employer who becomes aware, or ought reasonably to be aware, that there may be a risk of a worker having an opioid overdose at a workplace to provide a naloxone kit in that workplace.

The government is seeking input on creating an optional enhanced time-of-use electricity rate to encourage consumers to shift electricity use to low-demand periods, modelled after the OEB pricing pilot which included an ultra-low overnight price.
We are also seeking input on ways to address barriers to further enable electric vehicle (EV) adoption.

The Ministry of Government and Consumer Services is seeking approval to amend Ontario Regulation 612/20 "Centralized Supply Chain Ontario" under the Supply Chain Management Act (Government, Broader Public Sector and Health Sector Entities), 2019 (SCMA) to allow Supply Ontario to engage in vendors for the purpose of carrying out its objects and duties, which would include procurement information.

The Ministry of Finance (MOF) is proposing changes to the classes of licensing under the Mortgage Brokerages, Lenders and Administrators Act, 2006 (MBLAA). This posting lays out a proposal to split the existing scope of practice for the present agent licence into two tiered licences, Mortgage Agent Level 1 (MAL 1) and Mortgage Agent Level 2 (MAL 2).

The Ministry for Seniors and Accessibility (MSAA) is proposing amendments to Ontario Regulation 166/11 (General) under the Retirement Homes Act, 2010 (RHA). The proposed changes would directly impact the approximately 60,000 Ontarians currenting living in retirement homes as well as those potentially considering a retirement home in the future.
A summary of these changes was previously posted for comment (see link to posting 21-MSAA002). At this time, we are posting the draft proposed regulations (full text) for comment.
