Summary of Proposal:
The Ministry of Transportation (MTO) is intending to make amendments to the Highway Traffic Act (HTA) Ontario Regulation 620/05 - High Occupancy Vehicle Lanes for the purpose of the Pan American Games and Para Pan American Games.

These amendments will assist the transportation arrangements for Games officials (Athletes and Officials) to and from events via the provincial roadway sections of the Games Route Network (GRN).

The GRN consists of roadways within the Greater Golden Horseshoe (GGH) linking all competition and key non-competition venues for the Pan American Games and Para Pan American Games. The GRN has been identified in consultation with the relevant Regions and Municipalities who are the Games key delivery partners. The GRN will enable key participants to travel safely, securely and efficiently between venues and their accommodation.

Associated measures to improve traffic flow will be proportionate, temporary and operate when and where they are needed, including temporary HOV lanes (available for occupancy of three or more persons) in the Greater Toronto Area (GTA).

In addition, MTO is seeking to extend the existing Taxi, Airport limousines and electric vehicle pilot scheme. The proposed extension will allow single-occupant taxis, airport limousines and electric vehicles with green licence plates the use of the HOV lanes for an additional year (June 30, 2016).
