Summary of Proposal:
The Ministries of Government and Consumer Services and Transportation are seeking feedback on the attached report outlining the findings and recommendations to government of the Towing and Vehicle Storage Stakeholder Panel.

On November 20, 2014, the Fighting Fraud and Reducing Automobile Insurance Rates Act, 2014, (the Act) received Royal Assent.

The MGCS and MTO led provisions of the Act:
o amend the Consumer Protection Act to establish tow and storage specific consumer protection measures;
o amend the Repair and Storage Liens Act to address storage notification and related issues;
o amend the Highway Traffic Act to remove the exemption for tow trucks under the Ministry of Transportation's Commercial Vehicle Operator's Registration (CVOR) system and to provide authority to require all tow truck operators to register under CVOR;
o introduce authority for new tow truck driver certification and training requirements.

In winter 2015, MGCS and MTO established a 19-member towing and storage consultation panel with representation from the municipal, policing services, vehicle towing and storage, vehicle financing and leasing, insurance and other sectors. The purpose of the consultation was for the panel to make recommendations to government that would assist in the policy development of proposed regulations to implement the MGCS and MTO led provisions of the Act. The panel met four times between February and May 2015.

In addition, MGCS and MTO held three meetings with specific stakeholder groups to gather additional feedback from stakeholders in the municipal, towing and insurance sectors. Feedback from these sessions was used to inform the panel's recommendations.

In June 2015, MGCS and MTO held five regional consultation sessions in Mississauga, London, Pickering, Ottawa and Sudbury. The purpose of the sessions was to gather additional feedback on the panel's recommendations.
