Summary of Decision:
Following consultations with long-term care partners, the following regulatory amendments came into force on April 1, 2016:

• Defined "2015 Design Manual" and included references to this Manual in the definitions of "private room", "semi-private room" and "standard room" as well as in the lighting requirements;

• Dissolved the Board of Management (BoM) for District of Algoma and revoked Schedule 1 of the Regulation relating to this BoM;

• Allowed compliance relating to the minimum staffing hours for food service workers to be determined by an inspector, including the Director; and

• Revoked the exemption for licensees of alternative settings relating to the designated lead for the religious and spiritual practices program.

Summary of Proposal:
The Long-Term Care Homes Act, 2007 and Ontario Regulation 79/10 are the main legislative authority for safeguarding resident rights, improving the quality of care, and improving the accountability of long-term care homes for the care, treatment and well-being of over 78,000 residents.

The Ministry of Health and Long-Term Care proposes to make amendments to the Regulation relating to: the 2015 Design Manual, qualifications for personal support workers, lighting, food service workers hours and beds in abeyance, as well as to revoke the Schedule relating to the Board of Management for District of Algoma and the exemption relating to the religious and spiritual practices program in alternative settings.
