Summary of Proposal:
Bill 85, Strengthening and Improving Government Act, 2015 (SIGA) which amended the Registered Human Resources Professionals Act, 2013 (RHRPA), as well as other Acts, received Royal Assent on December 3, 2015.

The SIGA amendments to the Registered Human Resources Professionals Act, 2013 (RHRPA) allow for a regulation to be made setting out the professional designations and initials that may be used by members of the Human Resources Professionals Association. The amendments also include removing the list of designations and initials (currently set out in Table 1) that may be used by members of the Human Resources Professionals Association from the statute.

The Ministry of Labour is proposing to put in place a regulation that would contain a modified version of Table 1 (that is currently set out in the RHRPA). The proposed modifications to Table 1 involve adding new professional designations.

The Human Resources Professionals Association has indicated they are modernizing their certification framework in order to keep pace with the changing workplace. As part of this process, they have put in place the following new designations that they require to be added to the list in Table 1:

• Certified Human Resources Leader (C.H.R.L.)
• Certified Human Resources Executive (C.H.R.E.)
• Certified Human Resources Associate (C.H.R.A.)
• Certified Human Capital Executive (C.H.C.E.)
• Senior Human Resources Leader (S.H.R.L.)

The proposed amendments will reflect these changes and provide the same legislative protection previously given to human resources professional designations and initials under the RHRPA. The amendments will also provide flexibility in adding and removing designations in future.

The Ministry of Labour is seeking input on the above proposal.
