Summary of Proposal:
The proposed regulation under the Horse Racing Licence Act, 2015 (the Act) will provide for the following:
• The Ontario Racing Commission (ORC) may complete the hearing of any matter of which it is seized, and ORC Rules of Procedure will be followed.
• In order to facilitate the winding up of the ORC, ORC accounts will remain open until they are settled.
• Legal proceedings commenced before the Act comes into force may be continued by or against the Alcohol and Gaming Commission of Ontario (AGCO), in place of the ORC.
•Eligibility requirements for members of the Horse Racing Appeal Panel, including good character and reputation, and ability to carry out duties with honesty, integrity and in the public interest.
• Additional capacities requiring a licence under the Act, including hot walker, assistant trainer and authorized agent of a licensee.
