Summary of Decision:
O. Reg. 329/16 amends R.R.O. 1990, Regulation 737 under the NSBA to add the Power of Emergency Telecommunications to the powers of the Local Services Board of Pellatt, Pelican, Umbach, Gidley. The Power of Emergency Telecommunications allows the Local Services Board to contract for the establishment, operation and maintenance of a 911 emergency telecommunications service.

In accordance with the NSBA, the Local Services Board held public information meetings between April and August 2015 and sent information to approximately 900 residents informing them of the proposal to seek the addition of the Power of Emergency Telecommunications in order to provide 911 services to inhabitants and providing inhabitants with an opportunity to discuss the proposal.

A Public Vote Meeting was held on August 22, 2015 where a unanimous decision among the forty-eight (48) inhabitants present, including all five (5) board members, was reached in favour of the request for the addition of the Power of Emergency Telecommunications.

The LSB completed all the necessary steps in accordance with the NSBA to acquire the Power of Emergency Telecommunications. The Ministry of Northern Development and Mines completed their due diligence and the regulation was made by the Minister and subsequently filed on October 3, 2016.

Summary of Proposal:
The Local Services Board of Pellatt, Pelican, Umbach, Gidley (PPUG) (the "LSB") has requested the addition of the Power of Emergency Telecommunications.

If this power is granted under the NSBA, this service would be provided to the inhabitants of the LSB by contracting for the establishment, operation and maintenance of an emergency telecommunications service that communicates with fire, police and ambulance communications services.

The LSB held public information meetings on April 4, 2015 at the Pellatt Community Centre, April 13, 2015 at the Pellatt Fire Hall, April 19, 2015 at the Pellatt Community Centre, April 25, 2015 at the Pellatt Community Centre, as well as sending information by mail to approximately 900 residents and providing information at various other events. At these meetings and through the mailings, the LSB provided information on the proposed emergency telecommunications services that would be provided if the power was granted as well as the financial implications associated with the provision of services pursuant to the power.

As required under the NSBA, a Public Vote Meeting was held on August 22, 2015 at the Pellatt Community Centre, and a majority of the forty-eight (48) inhabitants that were present, including all five board members, voted in favour of the request for the addition of the Power of Emergency Telecommunications. All forty-eight (48) inhabitants present voted for the proposal and zero (0) inhabitants voted against the proposal.
