College Introduction
In Ontario, the regulation of health professions is based on a self-governance model. There are 26 health regulatory colleges governing 28 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts. Health regulatory colleges operate at arm's length from the provincial government and independently administer their own internal processes.
Under the RHPA and the Pharmacy Act, 1991, the Ontario College of Pharmacists (OCP) is responsible for governing the profession of pharmacy in Ontario. Under these Acts, the OCP has the authority to make regulations on a variety of subject matters, including standards and qualifications for certificates of registration and quality assurance. The proposed regulation amendments are subject to the prior review by the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council.
Summary
The OCP is currently seeking feedback on proposed amendments to O. Reg. 202/94 "General" made under the Pharmacy Act, 1991, that if approved, would make changes to the registration process and quality assurance provisions. These amendments include:
• Implementing an Intern Pharmacist and Intern Pharmacy Technician class of registration;
• Integrating Pharmacy Technicians into the two-part register for distinguishing members who
provide patient care
• Incorporating pharmacy technicians into the quality assurance regulations;
• Eliminating unnecessary steps in registration; and
• Shifting from an hourly reporting of practice to a self-declaration of competency in conjunction
with practice assessments.
