Summary of Proposal:
Section 52(1) of the Mining Act states:
The Minister may give written permission, subject to such conditions as are prescribed, to mine, mill and refine mineral bearing substance from an unpatented mining claim for the purpose of testing content.

The regulation will establish these prescribed conditions. One of the conditions requires a minimum financial assurance payment to require the applicant submit a final report and clean up the site after the testing.
