Refund Administration Fees under the Highway Traffic Act

Summary of Proposal:
The Ministry of Transportation is proposing to introduce point of sale refunds to debit or credit cards for vehicle products. The administrative fee currently applied to refunds issued by cheques will remain to recover some of the cost for processing cheque refunds. However, the administrative fee will not be applied to point of sale refunds issued to payment cards in accordance with the Payment Card Network (PCN) rules in Canada. This change will allow customers to receive refunds quicker and modernize how refunds are issued.

The Ministry is proposing to amend Regulation 628 under the HTA to implement this change
Analysis of Regulatory Impact:
The proposed amendment to Regulation 628 is not anticipated to have any impact on businesses. The change will result in savings for customers requesting a refund on their licence plate validation fees, if they are eligible. To move to a more efficient and customer friendly method of providing refunds and also to work towards reducing the cost associated with refunds, the proposed amendment to Regulation 628 will support the implementation of point of sale refunds for unexpired licence plate validation fees. Refund modernization aligns with the government's commitment to becoming more efficient and making life better for all Ontarians, by providing an electronic, more customer friendly option for issuing refunds on vehicle products, which also supports the government's digital strategy. In addition, this initiative will put money back into the pockets of customers faster. Customers will be issued an immediate refund without having to wait up to six weeks for a cheque to be mailed to them.
