In Ontario, the regulation of health professions is based on a self-governance model. There are 21 health regulatory colleges governing 23 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts. Health regulatory colleges operate at arm’s length from the provincial government and independently administer their own internal processes.

Under the RHPA and the Dentistry Act, 1991, the Royal College of Dental Surgeons of Ontario (RCDSO) is responsible for governing the self-regulating profession of dentistry in Ontario. Under these Acts, the RCDSO has the authority to make regulations on a variety of subject matters, including regulations prescribing a Quality Assurance (QA) program, subject to the prior review of the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council.

In accordance with this authority, the RCDSO has made a new regulation under the Dentistry Act, 1991 that establishes a Quality Assurance program for members of the RCDSO who hold a general or specialty certificate of registration. The purpose of the QA program is to ensure the continued competence of members of the profession and to promote quality improvement.

The QA program, as prescribed in the regulation, includes the following components:

• Mandatory continuing education requirements;
• A mandatory self-administered, computer-based practice assessment that members must complete within every five year interval, and which is designed to identify any area(s) of a member’s practice, knowledge, skill and judgment that are unsatisfactory;
• Practice and peer assessment components that are designed to monitor, identify, address and remediate any area(s) of a member’s practice, knowledge, skill and judgment that are unsatisfactory; and
• A component requiring members to complete and submit an annual declaration indicating that they have complied with the requirements of the QA program, and the providing of information to the QA Committee.
