Summary of Decision:
Amendments to the General Regulation changed the calculation of the Ontario Electricity Rebate (OER) for Ontario Electricity Support Program (OESP) recipients so that the OESP credit does not reduce the amount of OER that OESP recipients are entitled to receive. The amendments also provide for a one-time lump-sum payment to be made to OESP recipients to help compensate them for the difference in the OER benefit they received on bills from November 1, 2019 to February 29, 2020, and the OER benefit they would have received if the OESP had not been applied to their bill before the OER rebate was calculated.

Amendments to the Invoicing Regulation set out the manner in which the lump-sum payment must be shown on invoices, including timelines and requirements for local distribution companies and unit sub-metering providers that are unable to make the OESP-related changes required by the General Regulation on the first invoices issued on or March 1, 2020.
