Summary of Decision:
On March 29, 2010, a new regulation made under the Liquor Control Act was filed.

The Regulation comes into force on April 12, 2010, except for section 11 and 12 regarding beer price changes which came into force on March 29, 2010.

In November 2009 the government announced that the floor prices of spirits, wine and beer will be indexed annually based on a three-year average of the Ontario Consumer Price Index (CPI) to maintain social responsibility.

The Regulation implements this commitment. It also includes provisions governing beer price changes, similar to what was previously section 2.3 of Regulation 717 made under the Liquor Control Act.

The Regulation includes rules which will impact the LCBO, Brewers Retail Inc. and manufacturers of liquor. It also will impact the prices consumers pay to purchase liquor.
