Summary of Proposal:
In September, 2008, the Ontario Farm Products Marketing Commission (“Commission”) conducted a vote of some 28,000 soybean, wheat and grain corn producers. Seventy per cent of those who voted supported combining the Ontario Corn Producers’ Association, the soybean marketing board and the wheat marketing board into a single new “plan” and marketing board called the Grain Farmers of Ontario (“GFO”) under the Farm Products Marketing Act (FPMA).
The new regulation (O. Regulation 484/09) established established this single “plan” and marketing board for the control and regulation of the producing and marketing of grain corn, soybeans and wheat in Ontario. The new marketing board is governed by 15 directors representing the interests of grain producers in 15 geographic districts in Ontario, as established by the new regulation.
Under Regulation 484/09, the assets, liabilities and records of the existing soybean and wheat marketing boards have been transferred to the GFO; the wheat and soybean marketing boards have been dissolved; and, the two regulations that established these boards have been revoked.
Grain corn was regulated under the Grain Corn Marketing Act (GCMA) and Ontario Regulation 539/90 under the GCMA. Under Regulation 484/09 the regulation of grain corn has been transferred to the GFO. Ontario Regulation 539/90 been revoked under a stand alone regulation (O. Regulation 486/09). The assets, liabilities and records related to the former Ontario Corn Producers’ Association were transferred to the GFO. The GCMA was repealed as part of the Good Government Bill, 2009.
Regulation 484/09 effectively replaced the following three regulations made under the FPMA:

- Regulation 432 (Soybeans – Plan) under the FPMA
- Regulation 443 (Wheat – Plan) under the FPMA
- Regulation 539/90 (License Fees) under the GCMA
