Summary of Proposal:
Upper-tier municipalities and designated delivery agents are responsible for the proper provision of land ambulance services, and the ministry is responsible for land ambulance communication (dispatch) services, both of which are required to establish ambulance and dispatch response time performance plans and subsequently to report actual response times, on the dates specified in the Regulation, for specific types of medical emergency that are time sensitive. The current regulatory provisions require that this process must commence, with the establishment of such plans, as of October 1, 2010. A two year extension for the commencement of this process, to October 1, 2012, is being sought as municipalities, designated delivery agents and ambulance communication services believe that the extension of time is essential in order to provide them with additional data relating to frequency and type of emergency calls occurring in each area and therefore provide better information upon which to base their response time plans. (As a result, a two-year extension of the reporting requirement is also being proposed).
