Analysis of Regulatory Impact:
Based on preliminary analysis, there are no anticipated compliance costs resulting from the proposed regulation amendment.

Mixed crew configurations would create opportunities to:

- improve the response rate of advanced and critical care air ambulance requests
- better ensure consistent application of advanced patient care standards
- align crew configurations with other Canadian jurisdictions
- allow other air carriers to apply to the Ministry of Health to become certified air ambulance services and fall under Ministry of Health oversight, expanding the pool of Standing Agreement Carriers that Ornge can contract with for additional capacity support.

Summary of Proposal:
The Ministry is proposing to amend Ontario Regulation 257/00 made under the Ambulance Act, 1990 (General) to permit air ambulance operators to employ nurses, physicians, and respiratory therapists along with paramedics to provide patient care to enable staffing flexibility for interfacility patient transports, while maximizing the availability of air ambulance resources.

This change would help ensure air ambulances are staffed and available to respond to emergent/urgent transport requests, while providing an innovative and sustainable solution to interfacility transport needs.

The proposed amendment to Section 9 of Ontario Regulation 257/00 would allow air ambulance service operators to replace a paramedic with another regulated health care professional to create alternative crew configurations that can administer an advanced or critical care level of care, which will be set out in the Patient Care and Transportation Standard.
