Summary of Proposal:
Towing stakeholders have expressed concern that tow operators have a limited ability to charge for the costs associated with clean up, and in some cases tow providers are refusing to perform highway clean up, resulting in potential delays to highway clearance.

Clean up fees are currently only allowed to be charged in relation to recovery services, under labour. This does not allow tow operators to bill for cleaning up a Basic Tow site, which is often requested by police, and is necessary for road safety.

The Ministry has committed to incorporating clean up fees into the maximum rate schedule for basic towing services, while a full review of the maximum rate schedule is underway.
