Summary of Proposal:
The Schedule contained in the existing regulation sets out the purposes and powers for certificates of appointment and permitted weapons for all types of special constables.
An amendment is proposed to the Schedule to provide that special constables employed by colleges are captured under the same class of special constables employed by universities (i.e., Item 5 in the Schedule). With this amendment, special constables employed by colleges would be treated in the same way as those employed by universities.
Analysis of Regulatory Impact:
A positive reaction is expected from special constable applicants that are colleges, as this change will ensure continuity of their current operations, including maintaining their powers, purposes and weapons.

This proposal will not result in a financial impact for government and is not expected to have material financial impacts on municipalities and police services either.
