Changes to the Ontario Immigrant Nominee Program related to Early Childhood Educators

Summary of Proposal:
The OINP is Ontario's immigration selection program. Through the program, foreign nationals who meet program requirements can be nominated to the federal government for permanent residence.
The program has eight streams through which foreign nationals with the necessary work experience, education, language abilities or with an eligible job offer, can apply to be nominated by Ontario. Successful applicants can then apply to the federal government for permanent residence as an Ontario nominee.
ECEs may apply the to the Human Capital Priorities or the French-Speaking Skilled Workers streams to immigrate to Ontario. Presently, applicants to this stream must hold a minimum of a Canadian bachelor's degree (or equivalent).
MLITSD is proposing changing the requirements for these streams so that ECEs, with experience under the National Occupation Classification (NOC) code 42202 - Early childhood educators and assistants, would be exempt from the streams' education requirements IF they have obtained a certificate of registration from the College of Early Childhood Educators and are thus deemed to be job-ready.
The proposed change is expected to increase the number of ECEs who can use the OINP and support the retention of ECEs with the skills and license to work in Ontario.
Analysis of Regulatory Impact:
The proposal is not expected to result in any new administrative costs or burden to individuals, businesses, or other organizations.
