Summary of Proposal:
On January 1, 2020, the Ministry of Transportation (MTO) launched a 5-year pilot program permitting the use of electric kick-style scooters on Ontario's roads. The pilot framework allows MTO to evaluate the use of new and emerging vehicle technologies, including assessing their ability to safely integrate with other vehicle types and road users, as well as determining whether existing rules of the road are adequate.
As the initial term of the pilot approaches its end, MTO is considering a five-year extension and seeks public input on whether the existing rules in the pilot may need to be adjusted to keep pace with technological advancements, address safety concerns, and meet the mobility needs of the public and businesses.

Analysis of Regulatory Impact:
It is anticipated that the changes to the e-scooter pilot program will not have any administrative costs for businesses. The proposed extension would support economic development, encourage innovation and promote environmentally friendly transportation modes.
