Bill 228, Resource Management and Safety Act, 2024

The government introduced Bill 228, Resource Management and Safety Act, 2024 that will help address the challenges Ontario is facing including a projected increase in wildland fire, managing carbon dioxide emissions, hazards posed by certain deteriorating oil and gas wells, and supporting rapid infrastructure and housing development.

Details

MNR is proposing legislative amendments to attract new surveyors to the profession, improve the Association of Ontario Land Surveyors' governance structure and professional oversight, and improve external and internal processes to benefit the public. These amendments will require supporting regulatory amendments to implement.
MNR is proposing to amend the Surveyors Act to:

• Introduce a limited licence to allow technically competent surveyors with less Canadian experience to undertake basic survey work, including helping to bring internationally trained surveyors into the workforce faster.

• Introduce a temporary licence to provide flexibility in bringing surveyors from other provinces and jurisdictions to Ontario to respond to emergency surveying needs.

• Modernize office operations and improve association governance and professional oversight to enhance the accountability of survey firms, leverage new technology and innovations, and simplify surveyor processes.

Analysis of Regulatory Impact:
Regulated entities including businesses, not-for-profit and broader public sector organizations that employ the services of a professional land surveyor may see an impact although financial impacts to these sectors are not quantifiable. An increase in the number of surveyors is likely to benefit all sectors.

• There are no administrative costs to regulated entities.

• There are no compliance costs to regulated entities.

• There is no action required on behalf of the regulated entities in regard to the proposed changes.
