Summary of Proposal:
The Ministry of Francophone Affairs is proposing to update the list of existing designated areas under the French Language Services Act (FLSA) to reflect amalgamated municipal boundaries of six areas: Hamilton, Stormont, Dundas and Glengarry, Essex, Chatham-Kent, Renfrew and Thunder Bay. Additional details are included further below.
The proposal includes the expansion of several designated areas under the FLSA, which would increase the overall number of persons that will have the right to communicate in French with and to receive available services in French from provincial government agencies or institutions of the Legislature.
This expansion would come into force approximately three years from the date of its approval to provide ministries with time to plan for the delivery of French-language services in these expanded designated areas.
Details of the proposed updates to expand designated areas under the French Language Services Act:
1. Designate the single-tier City of Hamilton and remove the reference to "All of the City of Hamilton as it exists on December 31, 2000".
2. Designate the Township of North Dundas in the United Counties of Stormont, Dundas and Glengarry and remove the reference to the Township of Winchester in the County of Dundas.
3. Designate the towns of Amherstburg and Essex in the County of Essex and remove the reference to the townships of Anderdon and Colchester North in the County of Essex.
4. Designate the single-tier Municipality of Chatham-Kent and remove the reference to the Town of Tilbury and townships of Dover and Tilbury East in the County of Kent.
5. Designate the townships of Laurentian Valley and Whitewater Region in the County of Renfrew and remove the reference to the townships of Stafford and Westmeath in the County of Renfrew.
6. Designate the Municipality of Greenstone in the District of Thunder Bay and remove the reference to the towns of Geraldton and Longlac and townships of Beardmore and Nakina in the District of Thunder Bay.
Analysis of Regulatory Impact:
There are no anticipated impacts to regulated entities, including profit and not-for-profit businesses, municipalities, and the Broader Public Sector if the expansion of the designation of six areas moves forward. All costs to ensure the delivery of government services and procedures in French resulting from the expanded designated areas under the French Language Services Act would be wholly funded by the Province of Ontario.
