Summary of Decision:
The purpose of the Clean Water Act, 2006 is to protect existing and future sources of drinking water to help protect human health and the environment, and to ensure safe, clean drinking water for all Ontarians.

The Act ensures communities are able to protect their drinking water sources through prevention - by developing collaborative, locally driven, watershed based drinking water source protection plans founded on science. Source protection planning is a vital part of Ontario's drinking water safety net, a framework designed to protect drinking water from the source to the tap. Source protection plans have been prepared by the 19 source protection committees in the province.

Amendments to Ontario Regulation 284/07 include a small extension to the North Bay - Mattawa source protection area boundary to capture the full area that contributes water to the municipal well. With this amendment, the policies in the source protection plan will protect this source of water. In addition the amendment contained minor corrections to municipal names and changes to reflect the current practices of digital files.

During preparation of the North Bay - Mattawa source protection plan, the source protection committee carried out public consultation. At the start of the process in December 2010 and January 2011, a notice was published and sent out to the municipalities, government and other stakeholders. Between June 2011 and March 2012, invitations to comment on draft policies were provided to the implementing bodies responsible for the policies, including government, municipalities and other stakeholders, prior to consulting broadly with the public through two consultation periods held in April-May 2012 and June-Aug. 2012. Throughout the consultations, the committee identified the full protection zone where policies should apply. In addition, the committee consulted with local Council in the Town of Mattawa and received support for the boundary amendment in their community.
