Summary of Proposal:
The Ministry of Transportation recognizes the importance of creating an effective regulatory environment that accommodates the use of new and innovative vehicle types and technologies - however safety remains a top priority. For the past 13 years, Ontario's roads have been among the safest in North America and the Ministry of Transportation seeks to maintain and improve on this leading safety record.
Currently, the ministry does not permit three-wheeled vehicles to be used on public highways in Ontario.
Due to the limited availability of road safety research and consistent regulatory best practices for three-wheeled vehicles, the ministry is proposing a measured approach to integrating this class of vehicle on highways. This approach strikes a balance that will minimize regulatory burdens, encourage innovation in Ontario's automotive sector and ensure the safety of all road users.
The approach that the ministry is proposing is the creation of a pilot framework in order to assess these vehicles over a specified period of time and determine how three-wheeled vehicles can be safely integrated with other road users before a final regulatory decision is made.
