Amendments to Ontario Regulation 421/12: Academic Entry Requirements, 90-day Period, and Barber Exemption

Summary of Decision:
O. Reg. 421/12 has been amended to accomplish the following:

1. Academic Entry Requirements
Carry forward the academic entry requirements established for apprenticeship training under the Apprenticeship and Certification Act, 1998 (ACA) and the Trades Qualification and Apprenticeship Act (TQAA). Prospective apprentices are required to meet the academic entry requirement for the trade they wish to apprentice in prior to signing a Registered Training Agreement with the Ministry of Training, Colleges and Universities ("the Ministry").

2. 90-Day Period
Extend, for one year, the 90-day period for a new apprentice to become a member of the Ontario College of Trades ("the College"). The 90-day period extension will now expire on April 8, 2016. After an apprentice signs a Registered Training Agreement with the Ministry, he or she has up to 90 days to pay their membership fees to the College.

3. Barber Exemption
Extend the exemption for Barbers for one year: In order for individuals who held a Barber Certificate of Qualification (C of Q) under previous apprenticeship and trade legislation to continue working as Barbers, they must have a C of Q from the College in the trade of Hairstylist. The exemption allows for these individuals to not have to pay membership fees to obtain a C of Q in the trade of Hairstylist. The exemption will now expire on April 8, 2016.
