Summary of Decision:
Amendments to Regulation 628 (Vehicle Permits), under the Highway Traffic Act were filed on November 06, 2015.
Consequential amendments were also made to exempt Manufacturer licence plates from commercial vehicle rules under the following regulations:
• O. Reg. 199/07: Commercial Motor Vehicle Inspections, to exempt vehicles from daily inspections and maintenance record-keeping.
• O. Reg. 611: Safety Inspections, to exempt the vehicles from annual inspections.
• O. Reg. 424/97: Commercial Motor Vehicle Operators' Information, to exempt vehicles from CVOR certificate requirements.

Summary of Proposal:
The regulation amendment being proposed will allow motor vehicle manufacturers and component manufacturers to use manufacturer licence plates under Regulation 628 of the Highway Traffic Act (HTA), if all of the following criteria are met:
o Used on pre-production vehicles for demonstration, evaluation, exhibition, testing and special purposes or for subcomponent systems and,
o Vehicle class is bus, commercial, motorcycle or passenger.
The manufacturer plate would not be permitted for use on:
o Motor vehicles that are used for hire,
o Commercial motor vehicles that are loaded with goods, or
o Commercial motor vehicles that are drawing vehicles that are loaded with goods.
The introduction of manufacturer plates will exemplify Ontario's support of automotive innovation and emerging technologies and a commitment to building a strong economy.
The proposed regulation would come into force on January 1, 2016.
Ontario receives requests from domestic and global automobile manufacturers to plate pre-production vehicles (vehicle stage prior to production) for testing new technologies, product demonstration and exhibition (e.g. media launches). The proposal for a new manufacturer plate will provide for a significantly more flexible permit regime for new and emerging types of vehicles at the pre-production stage than is available currently through 10-day special permits. Similar to Ontario's dealer and service plate programs, licence plates will be registered to manufacturers and will not be vehicle-specific. Manufacturers will have the opportunity to obtain as many manufacturer plates as they require and switch them as needed among their pre-production vehicles. Fees will be charged for the new plates and validation.
The Ministry will continue to make special permits available for use on roadworthy prototype vehicles. This will support short term testing for those that are not automobile or component manufacturers (e.g. universities).
