College Introduction
In Ontario, the regulation of health professions is based on a self-governance model. There are 26 health regulatory colleges governing 28 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts. Health regulatory colleges operate at arm's length from the provincial government and independently administer their own internal processes.
Under the RHPA and the Pharmacy Act, 1991, the Ontario College of Pharmacist (OCP) is responsible for governing the profession of pharmacy in Ontario. Under these Acts, the OCP has the authority to make regulations on a variety of subject matters, including the substances pharmacists are authorized to administer. The proposed regulation amendments are subject to the prior review by the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council.
Summary of Proposal
The OCP is currently seeking feedback on proposed amendments to the Pharmacy Act regulation that, if approved, would authorize pharmacists to administer travel vaccines by injection for the following 13 vaccine preventable diseases to patients five years of age or older:
1. Bacille Calmette-Guerin (BCG)
2. Haemophilus Influenzae type b (Hib)
3. Hepatitis A
4. Hepatitis B
5. Human Papillomavirus (HPV)
6. Japanese Encephalitis
7. Meningococcal disease
8. Pneumococcal disease
9. Rabies
10. Shingles
11. Typhoid
12. Varicella
13. Yellow Fever
The proposed regulation amendments would also authorize pharmacy students and interns to administer injections, including those under the Universal Influenza Immunization Program, and make these vaccines more convenient and accessible for patients.
