Termination of Amendments to Regulatory Requirements for Children's Aid Societies and Licensed Children's Residential Services in Response to COVID-19

Summary of Decision:
The ministry is supporting children's aid societies (societies) and licensed children's residential service providers to transition back to regular practice following the end of the emergency by terminating certain provisions of O. Reg. 156/18 under the Child, Youth and Family Services Act, 2017 that came into force on May 8, 2020 in response to the COVID-19 outbreak and public health recommendations.

Section 52.2 of O.Reg 156/18 permitted societies to deviate from requirements for follow up home visits and in-person interviews/meetings with caregivers and children (including children placed in homes assessed as places of safety, and foster and other homes) in specified circumstances. As of September 18, 2020, societies will no longer be permitted to deviate from requirements for home visits and in-person interviews/meetings.

Section 141.7 of O.Reg. 156/18 permitted residential licensees to depart from requirements for documentation of immunization and health assessments for caregivers and staff, which are set out in ss. 100, 121(2)(e) and 123(3)(c). As of September 17, 2020, residential licencees will no longer be permitted to deviate from these documentation requirements.
