Summary of Proposal:
NOSM began in 2005 as a joint initiative of Lakehead University and Laurentian University with main campuses in Thunder Bay and Sudbury. It exists as a separate legal entity and is the only Canadian medical school established as a stand-alone, not-for-profit corporation.

NOSM provides high-quality postsecondary education in Northern Ontario, making it possible for students to access medical training closer to home.

Since 2005, it has evolved to be able to be considered for establishment as independent university in the postsecondary education sector.

Establishing NOSM as an independent, degree-granting institution will allow it to more effectively support the students and communities it serves.

As part of the Supporting Recovery and Competitiveness Act ("Act"), the Ministry of Colleges and Universities has proposed an Act, that, if passed, would continue the Northern Ontario School of Medicine (NOSM) as the Northern Ontario School of Medicine University, a university with authority to grant degrees. The Act would provide that the University may grant the degrees prescribed by regulation and other degrees that it may be authorized to grant under the Post-secondary Education Choice and Excellence Act, 2000. The proposed Act provides the Lieutenant Governor in Council with authority to make various regulations, including:

- Prescribing the objects and special missions of the university;
- Prescribing the degrees the university may grant;
- Governing the board of governors and senate;
- Governing the appointment of a chancellor;
- Governing contracts described in section 14; and
- Prescribing any transitional matters, including matters relating to the first board and senate
of the university and the recognition of credits.

Various other provisions and regulation-making powers would also be enacted regarding the administration of the University.

Analysis of Regulatory Impact:
The proposed Act reflects in many respects the subject matters addressed in statutes for publicly-assisted Ontario universities and is informed by recent experiences establishing Algoma University in 2008 and Université de l'Ontario français in 2017.

The institution will be given its objects and special missions through regulation and is accorded the autonomy to determine how those objects and missions are carried out.

This proposal is not expected to introduce any other regulatory burden or costs for businesses.
