Analysis of Regulatory Impact:
These regulatory changes will impact the school board sector and will not impact for-profit business, not-for-profits or the rest of the Broader Public Sector.

The costs associated with implementing the accountability requirements stipulated under the various GSN and GSN-related regulations are supported by the funding derived from the regulations themselves, and therefore pose no additional cost or burden to school boards that is not supported by the funding. School board stakeholders were made aware of the changes in advance and had time to contact the Ministry if there were concerns around the proposed action taken.

Summary of Proposal:
The regulations' amendments made the following changes :
-Amended regulation O. Reg 480/10 to remove three accounting adjustments from the calculation of in-year deficit for compliance purposes
-Amended regulation O. Reg 280/19 to remove the requirement for completion of an In-Year Deficit Elimination Plan for the 2021-22 school year
-Amended regulation O. Reg 280/19 to increase the in-year deficit threshold from one percent to two percent for the 2021-22 school year
-Amended regulation O. Reg. 617/21 to revise the calculation of Special Incidence Provision funding for the 2021- 22 school year
-Amended regulation O. Reg. 616/21 to include a provision to allow the legal authority for the ministry to flow funds and school boards to charge fees in the 2022-23 school year if another regulation is not in place.
