Analysis of Regulatory Impact:
Amending Regulation 557 is expected to decrease stress and anxiety of the bite victim, and to prevent burden on the healthcare system and unnecessary use of publicly-funded vaccines by allowing the ordering of rabies testing in already deceased animals. The cost savings of the project is borne by many entities, including the ministry, public health units, hospitals, etc, and will not be attributable to any one entity.
Amending Regulation 567 is expected to save animal owners by preventing duplication of requiring rabies vaccine in an animal already vaccinated outside of Ontario, and reduce visits to veterinarian clinics who administer the vaccines.

Summary of Proposal:
Two regulation amendments are proposed to strengthen the rabies program in Ontario.
1. Amend Regulation 557 to provide the authority for local Medical Officers of Health to order testing of already deceased animals to rule out rabies, thus avoiding bite victims having to undergo unnecessary vaccination for rabies, and decrease personal stress and anxiety. This also will decrease the burden on local public health units and healthcare facilities, create efficiencies for the use of publicly-funded vaccinations, and decrease the time commitment and potential side-effects for bite victims.
2. Amend Regulation 567 to recognize vaccination in other jurisdictions in Canada and the United States that have similar standards of veterinary licensing and vaccination as Ontario. Currently, requiring citizens to have animals revaccinated once in Ontario is a duplication of costs to the owner, and increases the already strained workload on veterinary clinics in the province.
