Summary of Decision:
Ontario Regulation 156/18 has been amended to require children's aid societies to conduct safety assessments, create safety plans where needed, and develop plans of care, for children in care in adoption placement settings.
These regulatory amendments come into effect on January 1, 2025. Consequential changes will be made to Policy Directive CW 003-20 for alignment.
Analysis of Regulatory Impact:
The average net new cost to each society over 10 years is estimated to be approximately $2,704 per year and is estimated to result in a total annualized increase in regulatory compliance hours of 64 hours per year and 638 hours over a 10-year period.

Summary of Proposal:
The ministry is proposing amendments to Ontario Regulation 156/18 under the CYFSA that would require societies to conduct safety assessments and create safety plans where needed, and develop plans of care, for children in care in adoption placement settings. The ministry is also proposing to make related amendments to update Policy Directive CW 003-20 so that it reflects the new regulatory requirements. All proposed changes would come into effect on January 1, 2025.
MCCSS is requesting input on the proposal by June 3, 2024.
