Analysis of Regulatory Impact:
Amendments made to regulation 398/93 to reflect new designations or amendments to existing designations, are made only at the voluntary request of agencies and their sponsoring ministries.
The designation process does not affect businesses nor constitute an additional burden on agencies wishing to be designated or to have their designation updated, on the contrary, they are granted in order to enhance an agency's profile and operations by allowing them to accurately present themselves to their Francophone clientele as official providers of French-language services.
Further, any effect that a new designation or an amendment to an existing designation might have is positive for the agency's business, since it results in a formal recognition by government that the effort and resources that have been put in place to provide quality services in French is being rewarded.
The government already funds these agencies for the provision of services on its behalf through transfer payments. There are no additional costs for the sponsoring ministries or the agencies with respect to the proposed designations.

Summary of Proposal:
1. Update the designation of six previously designated agencies to reflect the expansion of their designation: CHEO, Amethyst Women's Addiction Centre, Centres d'Accueil Héritage, Timmins and District Hospital, Ottawa Salus Corporation and Pavilion Women's Centre/Centre des femmes.
2. Reflect that one previously designated agency, Extendicare Northeastern Ontario, is no longer operational and programs have been transferred to the following entities: Extendicare Kapuskasing, Extendicare Tri-Town and The Lady Minto Hospital at Cochrane
3. Reflect that one previously designated agency, Extendicare Northwestern Ontario, is no longer operational and that its programs have been transferred to the following entities: Extendicare Timmins and Foyer Hearst-Mattice Soins de Santé
4. Reflect the integration of two previously designated agencies: Cornwall Community Hospital, to which Addiction Services of Eastern Ontario was integrated.
5. Reflect the amalgamation of four previously designated agencies: Montfort Renaissance, to which Le Centre de jour polyvalent des aînés francophones d'Ottawa-Carleton, Horizons Renaissance and Service d'entraide communautaire were amalgamated.
6. Reflect the amalgamation of three previously designated agencies: The Ottawa Hospital, to which Ottawa General Hospital and Ottawa Civic Hospital were amalgamated.
7 Update the designation of five agencies to reflect their new name: Centre de santé Univi Health Centre (former name: Centre de santé Univi Health Care Centre), Centre de soins de longue durée Montfort (former name: Central Care Corporation: Centre de soins de longue durée Montfort), Lady Dunn Health Centre (former name: North Algoma Health Organization), Monarch Recovery Services (former name: Iris Addiction Recovery for Women) and L'Université de Hearst (former name: Le Collège de Hearst).
8. Update the designation of one agency to accurately reflect the names of the programs carried out on behalf of MOH: University of Ottawa Heart Institute.
9. Update the designation of Health Sector agencies to accurately reflect the name of their sponsoring ministry.
