Summary of Proposal:
The current Maximum Rate Schedule under the Towing and Storage Safety and Enforcement Act (TSSEA) is not well understood or accepted by some in the industry, resulting in excessive charges at the regulatory maximum. To address this issue, the ministry re-engaged with the towing and storage sectors, the insurance industry, and other stakeholders.

The proposed regulatory amendments aim to increase transparency and predictability for businesses and consumers. This will foster a fairer, more reliable environment for all stakeholders. By updating the TSSEA rate schedule, these amendments will also enable better oversight to improve consumer protection.

The amendments seek to:
• Replace the two rate categories for "towing" and "recovery" with the new framework of three billing categories with specific criteria that moves a towing service from one category to the next based on the scene.
• More rate options based on real scenarios allowing tow operators to charge their actual rates on the posted Maximum Rate Schedule.
• Require evidence of charges based on intuitive categories and triggers.
• Other regulatory amendments and compliance efforts from education to enforcement.

Analysis of Regulatory Impact:
It is anticipated that there will be no, or minimal direct compliance costs associated with this proposal as it is replacing the current requirements with the new framework.
