Proposed Amendment to Ontario Regulation 86/24: Special Constable Uniforms, made under the Community Safety and Policing Act, 2019, to modify Special Constable Uniform Garment Stripe Requirement

Summary of Proposal:
O. Reg. 86/24, made under the Community Safety and Policing Act, 2019, sets out the uniform standards that apply to all special constables, other than special constables employed by the Niagara Parks Commission, or law enforcement personnel from another jurisdiction.
This proposal would amend O. Reg. 86/24 to:
- Remove the requirement that special constable uniforms have a light purple stripe on the length of both legs of the garment, set to come into effect on October 1, 2025;
- If the special constable uniform has a stripe on the length of both legs of the garment, require that:
• the stripe be readily distinguishable by colour or shade from the pant/shorts stripe on the uniforms worn by the Ontario Provincial Police, and from the colour or shade of the pant stripe on the uniforms worn by police officers and First Nation Officers operating in the same area as the special constable; and
• all special constables employed by the same employer have the same stripe colour.
The proposed amendments would come into effect October 1, 2025.
The proposal would not change exemptions set out in O. Reg. 86/24 for special constables who are employed by:
- The Niagara Parks Commission; or
- A special constable employer that employs police officers pursuant to the law of another jurisdiction.
The proposed amendment aims to address feedback received from stakeholders seeking flexibility for special constable employers regarding uniform requirements, while ensuring that the uniforms of special constables remain distinct from those of police officers.
